Introduction

 Recruitment of a National Consultancy Firm for Developing a Green Taxonomy-Aligned Project Pipeline in Rwanda 

 A.    Scope of work

The selected firm will be responsible for identifying and evaluating taxonomy aligned projects and providing targeted technical support and capacity building. The specific tasks are outlined below:

1.   Identification and Evaluation of Taxonomy-Aligned Green Projects and Mapping of Potential Investors


1.1  Identification and Evaluation of Taxonomy-Aligned Green Projects

The firm will identify, assess, and shortlist projects that are aligned with the Rwanda Green Taxonomy for potential investment or funding support. This will involve:

·       Sourcing pipeline projects and developing a project database

Development of a standard and structured template for project database. A comprehensive database of taxonomy-aligned projects will be compiled and curated from both:

o   Existing sources, including but not limited to soft pipelines from:

§  Development Bank of Rwanda

§  Rwanda Green Fund and Ireme Invest

§  UNDP Rwanda’s programmes

§  Public investment programmes of the Government


o   New sources, through issuing a Call for Proposals:

§  The firm will develop and publish a call for proposals on the BRD website, including eligibility criteria for project selection, Application guidelines, templates, and submission requirements, etc.

·       Taxonomy-alignment and financial viability assessments of preliminary projects.

o   Assessing taxonomy-alignment and financial feasibility of the collected projects.

o   Identifying gaps for improvement of the projects.

o   Ranking the project database for priority selection of shortlisted projects.

1.2  Mapping of Potential Investors

The firm will develop a database of potential domestic and international investors with an interest in taxonomy-aligned sectors. This database should reflect investor profiles, preferences, and funding criteria relevant to the Rwandan context and taxonomy sectors.
