The British Embassy Dubai has a vacancy for a Regional Head of Finance and Data, Middle East and Pakistan (MEaP), within the Department for Business and Trade (DBT), at job grade Higher Executive Officer (HEO) on a fixed-term contract for three (3) years.
Main Purpose of the role:
This role sits within the DBT MEaP regional team, responsible for leading financial management and strengthening data-driven decision-making across the Middle East and Pakistan.
The role combines robust financial leadership (60%) with enhanced data and insight capability (40%) to support effective resource allocation, performance management, and delivery of regional priorities.
Working closely with the Senior Leadership Team (SLT), the role ensures:
- Strong financial control and value for money
- High-quality financial planning and reporting
- Enhanced use of data to inform operational and investment decisions
This role is critical in ensuring that financial discipline and data insight work together to drive effective decision-making across the MEaP region supporting both operational delivery and long-term impact.

Duties and responsibilities:
Financial Planning, Management and Reporting
- Lead the day-to-day management of the MEaP delegated budget, ensuring compliance with His Majesty’s Government (HMG) financial controls and achieving value for money.
- Oversee accurate forecasting, profiling, and in-year budget management.
- Provide strategic financial advice to SLT and budget holders to support prioritization and resource allocation.
- Lead the preparation of monthly financial reporting, including analysis of spend, risks, and opportunities.
- Ensure timely and accurate financial data is recorded across systems.
- Provide training and guidance to the regional in-country finance leads.
Performance Management and Financial Insight
- Integrate financial and performance data to provide a clear view of delivery against regional objectives. Ensuring alignment with the Trade, Industrial and Investment Strategy.
- Support the development of meaningful performance metrics linked to financial investment.
- Produce insight-driven reporting for SLT, highlighting trends, risks, and areas for intervention.
- Strengthen the link between financial inputs and outcomes (e.g. trade, investment, market access activity.
Data and Insight Capability
- Lead the development and use of data tools/dashboards to improve visibility of financial and operational performance.
- Work with teams to identify data needs and improve accessibility, quality, and consistency of data across the network.
- Develop and maintain dashboards (e.g. using tools such as Power BI or similar platforms) to support decision-making.
- Analyze internal and external data to generate actionable insights for SLT and country teams.
- Reduce manual reporting processes by improving automation and data integration.
- Promote a data-driven culture, building capability across teams to use data effectively.
Stakeholder Engagement and Capability Building
- Build strong relationships with budget holders, country teams, and DBT London colleagues.
- Act as a trusted advisor on both financial and data-related matters.
- Support teams to improve financial literacy and understanding of data in decision-making.
- Contribute to wider Corporate Operations and MEaP network priorities.
Resources Managed:
- Oversight of a multi-million-pound regional delegated budget.

Essential:
- Strong financial management experience, including budgeting, forecasting, and reporting.
- Proven experience delivering strategic financial advice at senior level.
- Ability to analyze complex financial and performance data and translate it into clear insights.
- Experience of building or using dashboards/data visualization tools.
- Strong stakeholder engagement and communication skills, with the ability to influence at senior level.
- Ability to work across multiple teams and geographic locations.

Working hours and remuneration:
The Embassy aims to offer an attractive working environment and remuneration package for this role, which includes 25 days of leave per annum (calculated pro-rata).
The salary for this role is AED 26,395 per month. Salary is Non-negotiable.
There are no other allowances payable as part of this package. No accommodation and relocation expenses are payable in connection with this position.
This role is for a full-time employment, on a fixed term contract basis for three (3) years, subject to six (6) months’ probationary period. The contract may be extended, subject to satisfactory performance and on on-going business requirement.
The Embassy is open from Monday to Friday from 0700 to 1800 hrs. The Employee’s normal weekly working hours are forty (40) Monday to Friday (inclusive). This is inclusive of one-hour paid rest break for each five (5) hours worked; the timing of the rest break shall be approved by the Employee’s Line Manager and in accordance with operational requirements.
This role is based in Dubai and will cover the Middle East and Pakistan and may involve travel for business purposes. The successful candidate must be able to secure visas for these countries.
The Embassy has an active Learning and Development Committee, and the whole of Post is committed to providing the time and resources for staff to develop personally and professionally. The 70/20/10 learning and development model is applied in a flexible manner, with extensive informal and formal opportunities readily available. The jobholder will be required to be flexible in their approach to hours worked as these will be dictated by operational needs and may involve working out of hours.
The successful candidate will be required to transfer their visa under the Embassy’s sponsorship. Individuals holding Golden visas will need to cancel them prior to transferring to Embassy sponsorship.
