Introduction

Recruitment of a Consultancy Firm to strengthen Safeguarding, Gender Equality, and Disability Inclusion in the Nigeria Jubilee Fellows Programme (NJFP) in Nigeria.

The Nigeria Jubilee Fellows Programme (NJFP) is a flagship youth employability initiative implemented by the United Nations Development Programme (UNDP) in partnership with the Federal Government of Nigeria and private sector organizations. The programme places talented Nigerian graduates in structured 12-month placements within leading firms, strengthening the transition from education to productive employment.

Since inception, NJFP has demonstrated significant scale, reaching thousands of graduates across multiple cohorts and host organizations in sectors ranging from finance and technology to manufacturing, agriculture, and professional services. The programme contributes directly to national priorities on economic diversification, youth employment, and private sector competitiveness, and aligns with Nigeria’s commitments under the Sustainable Development Goals (particularly SDGs 5, 8, 10, and 16).

Why This Consultancy Is Needed

Despite these achievements, programme monitoring has revealed some gaps that constrain the quality and equity of fellows’ workplace experiences:

• Safeguarding architecture: requires deepened support, aligned with a consolidated PSEA/SH policy framework specific to the NJFP context, enduring fellows, particularly women and young professionals are not found in unequal power dynamics, without adequate institutional protection.

• Disability inclusion: While NJFP has expressed commitment to inclusion, there is need for structured strategy for recruiting, placing, and retaining fellows with disabilities, and ensuring workplace accessibility across host organizations.

• Grievance mechanisms lack operational readiness: Existing complaint channels calibrated for sensitive PSEA/SH-related reporting, and call centre staff targeted training on trauma-informed, confidential case handling.

• Gender-responsive monitoring: data on fellows’ gendered workplace experiences, including safety, inclusion, and career progression must be systematically collected, analysed, or acted upon.

This consultancy is designed to close some of these gaps by building a coherent, operational safeguarding and inclusion ecosystem that protects fellows, strengthens host organization capacity, and positions NJFP as a model for rights-based youth employment programming in Nigeria and across the region.
