Montenegro is transitioning toward a low-carbon, green, and digital economy, with major implications for its energy sector—particularly the gradual phase-out of coal, which will significantly impact the workforce of key state-owned entities like EPCG, Thermal Power Plant Pljevlja, and Coal Mine Pljevlja. These organizations face the dual challenge of managing workforce reductions while adapting to new skill demands driven by digitalization and advanced technologies. At the same time, emerging business units create opportunities for redeployment and transformation of existing employees, requiring strategic workforce planning and reskilling. In response, a Feasibility Study proposes the establishment of a Green Jobs Training Centre as an integrated mechanism to support workforce transition, optimize existing capacities, and align with labour market needs. The Study will deliver a comprehensive workforce and skills analysis, define competency frameworks, identify reskilling pathways, and explore talent attraction and partnerships with educational institutions. It will also assess infrastructure, propose operational and governance models for the Centre, and outline accreditation pathways, financing strategies, and a step-by-step implementation roadmap. Overall, the Study aims to provide a practical, implementation-ready foundation for workforce transformation and long-term sustainability in Montenegro’s evolving energy sector.
