Background
The United Nations Development Programme is implementing the project “Realization of a Just and Inclusive Society” (2018–2025) (Project ID: 00109372), which contributes to national efforts to advance human rights, improve access to justice, and promote gender equality and the empowerment of women and girls in Angola. The project supports the acceleration of the 2030 Agenda, particularly Sustainable Development Goals (SDGs) 5 and 16, in alignment with Angola’s National Development Plans.
The project has been implemented through support to legal, policy, and institutional reforms, as well as downstream interventions at provincial, municipal, and community levels to strengthen service delivery, institutional ownership, and inclusive governance. Key partners include national institutions responsible for justice, human rights, gender equality, and territorial administration.
To assess achievements, lessons learned, and future opportunities, UNDP seeks to engage an experienced National Evaluator Specialist to conduct the Final Evaluation of the project.
Scope of Work
The consultant will conduct an independent final evaluation covering the period 2022–2025, applying internationally recognized evaluation standards and methodologies. The assignment will include, but not be limited to:
- Review of project design, implementation strategy, and results framework;
- Assessment of relevance, effectiveness, efficiency, and sustainability of project interventions;
- Desk review of key project and policy documents;
- Stakeholder consultations, key informant interviews, and beneficiary engagement;
- Analysis and triangulation of qualitative and quantitative evidence;
- Preparation of an Inception Report, Draft Evaluation Report, Final Evaluation Report, presentation of findings, and audit trail matrix;
- Identification of lessons learned, good practices, and actionable recommendations for future UNDP programming in Angola.
Objective
The objective of this consultancy is to provide an independent, credible, and evidence-based assessment of the project’s overall performance and contribution to human rights, gender equality, access to justice, and inclusive governance outcomes in Angola, while generating strategic recommendations to inform future programming and decision-making.
Period of assignment/services:
20 working days over a period of 60 calendar days (expected from 04 May 2026 to 24 July 2026).
