Main purpose of job:
The British Consulate-General Guangzhou has a number of UK-Based diplomatic officers and spouses/partners. The jobholder will be the point of contact for them, providing information on working and living in Guangzhou. This includes: before their arrival, registration with schools, and once here, help with medical registration, and general settling in.
The jobholder will organise small events for UK-based office spouses and single officers, and will assist the Corporate Services Manager to forecast the annual education tuition budget and update the post report and fact sheet. In essence, the jobholder is the advocate and support to diplomatic staff and families on community issues.
Roles and responsibilities / what will the jobholder be expected to achieve:
Provision of local information relevant to diplomatic families currently residing at post or considering taking up a position (30%)
- For families, partners and officers (including those not yet at post) primarily on Spouse/Partner employment at Post, child and adult education, care and training opportunities, single officer and foreign born spouse issues, recreational facilities, social matters and completion of all Diplomatic Service Families Association (DSFA) returns.
- Provide an arrival welcome pack, ensuring the information is up to date. Support for UK based staff prior to arrival, including pre-departure calls for example helping them get in touch with local schools. Work with DCG on wider induction work for new UKB staff.
- Gather information and distribute information on issues of interest to staff and partners/spouses, or share such news or events through the internal networks.
Welfare support to officers and their families (30%)
- Welcoming single officers, couples and families as well as officers on temporary duty. Ensuring a smooth integration into the post community. Follow up to check that the settling in process is working, including assisting on getting mobile SIM, bank account, setting up wechat/Alipay accounts, local APPs registration etc. Being a source of referral and support where questions, problems and difficulties arise. Provide grocery basket and orientation for all new arrivals at post. Facilitate community events, including regular tea/coffee meetings. Take on the role of welfare manager during a crisis.
- Lead on, with support from the DCG/Consul-General and People Group, organising fun activities for the office throughout the year including (but not limited to): Chinese New Year party, Easter party, the annual staff party, Christmas drinks and children’s party. Member of People’s Group.
- Build a network locally with key contacts including Australian and American CLOs to swap best practice and ideas for activities to support the sense of community in the CG.
Advocate on behalf of officers and their families (20%)
- Advocate for UK based staff and dependants in addressing issues of importance with post management, including as their representative on Joint Management Board meeting, Post Security Committee, Housing Committee, Evacuation/contingency planning and the chief link between post and DSFA in London.
- Improve and build on the services provided, in response to feedback from officers.
General administration (20%)
- Maintain an accurate record of all diplomatic staff and families, including school information, clinic registration, and emergency contact details.
- Completing the annual cost of living survey, feeding into London’s process for calculating cost of living allowances for UK based staff.
- Inspect existing and new schools/kindergartens under the guidance of Education Team and complete inspection reports.
- Update Post Welcome Pack, CLO Homepage on Post’s SharePoint site, input to update review of Post Report and Post Fact Sheet.
- Organise annual Poppy Appeal Collection and send returns to London.
- Administer post gifts and hospitality register, registering and handling higher value gifts and respond to staff queries.

The role will be based in Guangzhou.
