| Specific Tasks:
The tasks are as follows: Based on existing expenditure tracking tables, tools and methodology developed by an institution with that expertise and with UNICEF’s support (Child Protection and Social Policy) for the Costed Roadmap and linked to public finance for children, notably ‘Guidelines for Developing a Child Protection Budget Brief’), provide technical support to the MoWCY (at federal level) and BoWCY focal points and in selected regions (tentatively Amhara, Oromia and Somali) to undertake the budget expenditure review and progress tracking against the National Costed Roadmap and to systematically capture the findings. This will involve field travel to selected locations to rollout the tool ensuring consistency and systematic approaches across the selected regions, quality review and consolidation for final quality assurance by UNICEF Child Protection and Social Policy staff in the Country Office.
Methodology: The consultant will be supervised by the Social Mobilization and Development Specialist. He/she will work closely with the Child Protection Specialists working on the Harmful Practices Output at federal and regional level
The consultant will develop a strong working relation with the federal and regional government representatives/sector bureaus as part of the stocktaking exercise on the progress of the National Costed Roadmap. |
| Minimum Qualifications required:
Master’s degree in Social Science, Development Studies, Gender, Human Rights, Sociology or another relevant field. WORK EXPERIENCE: • At least two years professional experience working on child protection issues with a focus on harmful practices (FGM and child marriage) • Basic understanding of budget/expenditure tracking related to harmful practices is an asset. • Experience working with a wide range of actors, including government counterparts, international and national NGOs • Prior experience working with the UN system, particularly UNICEF is an asset COMPETENCY: UNICEF’s values of Care, Respect, Integrity, Trust, and Accountability (CRITA) and core competencies in Communication, Working with People and Drive for Results. The functional competencies required for this post are: • Formulating strategies and concepts (I) • Analyzing (II) • Applying technical expertise (II) • Learning and researching (II) • Planning and organizing (II) OTHER SKILLS: • Analytical, interpersonal and advocacy skills, sensitive to and awareness of the local development and socio-cultural context, good knowledge of computer management and applications. LANGUAGE: Fluency in English (both written and oral) and Amharic is required |
