Supply, Delivery, Installation, and Commissioning, Training of various Circular Economy, Recycling, and Waste Management Equipment for LGU Beneficiaries under the EU–PH Green Economy Partnership (GEPP): Green LGUs Project

The United Nations Development Programme (UNDP) Philippines invites qualified local and international companies to express their interest in supplying, delivering, installing, commissioning, and providing training and after-sales support for selected additional circular economy, recycling, compost processing, material handling, and waste management equipment for Local Government Unit (LGU) beneficiaries under the EU–PH Green Economy Partnership (GEPP): Green LGUs Project.

This supplementary Expression of Interest (EOI) is being conducted as part of UNDP’s continuing market scoping activities to validate supplier availability, technical solutions, delivery capacity, after-sales support capability, and indicative market conditions for additional equipment categories not fully covered under the initial market research exercise.

Information gathered through this exercise will be used for market research, supplier mapping, technical validation, and procurement planning.

 

A. Background

The European Union – Philippines Green Economy Partnership (EU-GEPP) supports the country’s transition toward a circular, climate-smart, and inclusive economy by strengthening environmental governance, improving resource efficiency, promoting waste diversion, and supporting sustainable circular economy practices at the local level.

Under the Green Local Government Units (Green LGUs) component, implemented by UNDP in collaboration with national and local government partners, selected Local Government Units (LGUs) are supported in identifying, developing, and implementing circular economy solutions that enhance resource recovery, reduce waste, and promote inclusive livelihood and green job opportunities.

As part of the ongoing implementation of the Green LGUs Project, several LGU beneficiaries, including Pasig City, Caloocan City, and Quezon City, have identified equipment requirements to operationalize and strengthen their respective circular economy portfolios. These requests include equipment for compost processing, recycling, plastics recovery and processing, material handling, waste-to-resource production, refill systems, prototyping, and related circular economy activities.

The consolidated equipment requirements are intended to support LGU-level interventions such as:

  • Improved solid waste management and material recovery operations;
  • Compost processing and organic waste valorization;
  • Plastics recycling and downstream processing;
  • Production of waste-derived products such as cocopots, pellets, bricks, pavers, boards, and prototypes;
  • Enhancement of operational safety, material handling, and facility efficiency; and
  • Support for circular economy innovation, livelihood activities, and green job creation.

 

Initial market scoping activities under the project focused on higher-complexity and system-level interventions, including modular or containerized plastic recycling facilities and integrated Materials Recovery Facility (MRF)-related systems. This supplementary EOI is therefore being undertaken to complete market validation for additional specialized, stand-alone, and support equipment categories identified across the LGU requests.

The information gathered through this supplementary EOI will help UNDP assess supplier availability, technical feasibility, indicative costs, delivery timelines, after-sales support capacity, and appropriate procurement packaging for the consolidated requirements of the LGU beneficiaries.

 

B. Objective of the Supplementary EOI

The objective of this supplementary EOI is to identify suppliers, manufacturers, distributors, and technology providers capable of supplying one or more of the equipment categories listed below.

Specifically, UNDP seeks to gather information on:

  • Availability of equipment in the local or international market;
  • Supplier capability and experience;
  • Compliance with indicative technical specifications;
  • Delivery lead time;
  • Installation, commissioning, and training capability;
  • Warranty and after-sales service arrangements;
  • Availability of spare parts and preventive maintenance support;
  • Indicative cost ranges for procurement planning.
