Main purpose of job:
Working to the Regional Security Adviser (RSA), the Post Security Manager (PSM) is responsible for the day-to-day security of the British Embassy in Beijing. They will act as the main liaison point between the Embassy security management team; the contract Security Officers and the JLL (Facilities Management) team and be the first point of contact and management of all security-related matters within the Beijing estate (Embassy and Residence) and provide, implement and monitor solutions, delivering a first-class security service.
In addition, this role involves a considerable level of administration and is an important liaison role, at times acting as the interface between a wide range of internal and external stakeholders to include, UK and Country-Based Staff, like-minded security personnel from the international community and members of the public. The role calls for a discrete, confident and articulate individual who can project their presence, but also someone who can display empathy and calmness in challenging situations.
Roles and responsibilities:
Security management
Reporting to the RSA, you will implement and oversee the day-to-day management of the Embassy’s security function in accordance with FCDO security policies and procedures and local post guidance.
• Provide a security service to all Embassy staff, visitors and contractors.
• Manage the contract guard force in partnership with the JLL Security Manager.
• Review and update guard orders and assignment instructions periodically.
• Deal with security incidents and conduct investigations where necessary in accordance with FCDO guidance. Oversee the breach policy and records in accordance with FCDO policy and Post Security Regulations part 1 & 2.
• Deliver security induction to all new staff and family members, issue Post Security Regulation Part One.
• Interact and communicate with the Security Team setting focus and direction.
• Oversee events within the Beijing estate and high-profile visits from the UK.
• Ensure staff passes are issued, as appropriate to their level of clearance.
• Coordinate with the PSO and RSA on additional security briefings required, dependant on security clearances.
• Coordinate security clearance interviews with the PSO and RSA.
• Maintain oversight of the Beijing Security mailbox.
Vetting and clearances
Management of staff vetting and clearances records for the China Network.
• Ensure that all staff security clearance levels are correct and in accordance with FCDO guidance and the Post Security Committee policy.
• Liaise with internal and external stakeholders on issues regarding vetting and clearances.
• Oversee the maintenance of the Overseas Security Clearances & Administration (OSCA) records in accordance with post guidance.
Planned works and maintenance
Liaise with facilities management (JLL) in regards access for external contractors, all scheduled or emergency work, improvements or projects under the guidance and instruction of the RSA and Senior Technical Security Officer (STSO), ensuring appropriate security measures are implemented. Liaising with Technical Works Supervisor (TWS) and Corporate Services Manager regarding Health and Safety.
Event security management
Advise internal and external stakeholders on the security management of events within the Beijing estate.
• Ensure there is a fully resourced and appropriate plan – with sufficient flexibility – commensurate with the size and scale of the event.
• Ensure security protocols are followed by internal and external stakeholders before, during and after the event.
• Provide appropriate direction and supervision to the contract guard force appropriate to the size and scale of the event, arranging additional staff as necessary.
• Gather and manage the guest lists for events, reviewing anomalies.
• Provide advice to internal and external stakeholders to meet the expectations of all.
Security education and Training
Working to the RSA and the PSO, you will be responsible for the provision of security training, instructions, supervision and information for country-based staff (CBS) (including the incumbent guard force) and UK-based staff in the unclassified areas of the Embassy. You will also be responsible for running regular security campaigns across the Beijing Estate to raise security awareness.
Liaison
Representing Team Security at meetings and consultation with local security contacts (including other Diplomatic security teams) and exchanging information.
• Work closely with JLL and incumbent guard force colleagues to ensure good working relationships.
• Liaise with individual embassy sections.
• Act as Chair to Security Information Group.
Crisis/Disaster Management
As a member of the Security Team you will:
• Be familiar with security team responsibilities within the Crisis Management Plan.
• Attend crisis exercises and meetings when necessary.
• Available to support the wider China Network on security related matters.
Work as directed
To perform tasks as required by the RSA and PSO.
• Carry out other security-related tasks as required.
• There will be occasions where you will be required to work outside of normal working hours, including weekends.
• There may be opportunities to travel to Consulates within the China Network supporting the PSO and or RSA.
Developing the role
• Over time, there is scope for this role to broaden and develop as staff numbers change and HMG footprint requires a broader security input. An increase in high-profile visits from the UK will present a new work-strand for this role after 3-years with no visits owing to Covid.
Resources managed (staff and expenditure)
This is not currently a line-management position but you will guide and advise the contract Duty Security Officers on matters of process and protocol and may in future be required to manage a Security Co-ordinator administration position.
Line management responsibilities may change at short notice based on business needs.

This role is open to UKB-Spouses/Partners or Spouses/Partners from USA, Canada, New Zealand and Australia providing they have Diplomatic status in China.

Appointment of the successful candidate will be subject to Official Security clearance with the possibility to gain a higher level if required (DV) and being in possession of a Diplomatic Passport. Due to the possible security clearance level required for this position, this vacancy is open to Nationals from the UK who have spent at least 2 years out of the last 5 years in the UK or have Diplomatic status accredited to China. Working Patterns:
35 hours of work per week from Monday to Friday, 08:30-17:00. There may be occasions that may require you to work outside normal hours.
