ROLE PURPOSE:
The post-holder is responsible for leading the development and implementation of juvenile justice project in Basra thru the delivery of the CP component and MHPSS intervention. S/he will be in close coordination with the Project Manager, MHPSS Manager and Child Protection Manager. In addition, s/he will also be responsible in ensuring that technical relevant inputs and support are provided to field staff, government partners, local NGOs, Department of Law, , and other stakeholders that are working for the project to ensure integration of project initiatives in the assigned area. S/he will be responsible for coordination with Courts in Basra, LNGO, and other involved stakeholders
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY :
1. Programming
a. Contributes to the analysis and periodic updating of issues affecting children in the locality area.
b. Responsible for the planning, daily management, and implementation of consortium project deliverables.
c. Serves as the frontline person that stimulates action, liaises with the regional agencies, provincial government and CSO partners and facilitates the delivery of project initiatives in the assigned area/s
d. Coordinates with the other program/project staff and the Operations (Humanitarian Manager) to ensure the synchronized delivery of outputs according to plan in the area(s) of assignment.
e. Responsible for mobilizing, activating and strengthening community groups to design, manage and sustain project initiatives
f. Facilitate the planning sessions, capacity building and field based advocacy activities g. Establish and strengthen CSO and LGU capacity in monitoring and evaluation, program implementation,
g. Prepares monthly fund request and monitor the budget vs actual expenditures
h. Responsible for the timely submission to the Consortium Coordinator of well-prepared program/project updates and reports that may be required in the area(s) of assignment
2. Networking, Partnering and Advocacy
a. Maps and identifies potential partners (community-based groups, civil society organizations and academe) that Save the Children can work with in relevant thematic/geographic areas
b. Establishes and maintains active working relationships with local partners, local government units and other NGOs specific to concerned thematic areas.
c. Provides feedback to the Advisor regarding prospective partners and donors and opportunities for resource mobilization.
d. Implement local advocacy activities in line with the national policy agenda (which may include participation, networking, mobilizing the public, engaging the private sector and media, and lobbying with LGUs and partners 😉 and supports national advocacy efforts.
3. Monitoring, Evaluation, Accountability and Learning
a. Ensures that the project utilizes MEAL findings/results in enhancing/modifying project implementation.
b. Assists in identifying priorities for and in the conduct of program documentation
4. Capacity Building
a. Facilitates capacity-building activities to project partners in consultation w/ concerned TA
b. Consults with partners to identify training needs
c. Coaches/mentors supervisees and provides leadership/technical support to project staff as needed
5. Human Resource, Finance, Member Service and Logistics
a. Assists in the formulation of annual performance objectives ensuring alignment and harmony with work unit objectives.
b. Supports project staff in complying with Child Safeguarding Policy, Policy on fraud and Anti-Corruption and safety and Security Policy.
c. Ensures that project activities, initiatives, processes and events are in line with SCI policies and procedures.
d. Contributes in building a culture of member service by understanding the importance of Member and reasonable demands.
e. Oversees compliance to Supply Chain Policies, to including development of procurement plan and meeting KPIs.
f. Ensures the judicious use of SC resources.
g. Coordinates with Finance to ensure availability and timely release of financial support for approved activities.
6. Monitoring and reporting:
a. Contribute to daily and weekly reports and submit weekly reports concerning implemented outreach activities and cases and participate in weekly case conferences
b. Conducting regular visits to relevant sites and Child Protection Spaces to identify with the support of volunteers and teachers at risk and vulnerable children
c. Maintain files, registers, computer databases and records in paper or electronic format based on principle of confidentiality
d. Ensure a child centered approach and always act in the best interests of the child.
e. Any other tasks assigned by the supervisor.
7. Collaboration and Representation
a. Represent Save the Children in a professional manner.
b. Liaise with other stakeholders, including schools, local leaders, and partners and participates in relevant meetings
c. Collaboration with other organizations in the area to maximize information sharing on relevant services available in the community
d. Represent programming with local government, NGOs, communities and within SC as appropriate.

QUALIFICATIONS
* Minimum of a Bachelor’s degree or higher in a relevant field.
* Post-graduate qualification, is an advantage.
EXPERIENCE AND SKILLS
* Minimum 3 years’ experience in project coordination, with Child protection background
* Significant experience of working with LNGOs, CSOs and children or in the area of child rights and juvenile justice
* Experience in report writing and Monitoring, Evaluation, Accountability and Learning
* Demonstrated ability to communicate with and influence others and build strong working relationship
* Experience of and commitment to working through systems of community participation and accountability
* Experience in training and capacity building of peers
* Ability to manage competing priorities and multiple tasks, and deliver to time
* Experience of representing an organization in external forums such as the cluster system
* Politically and culturally sensitive with qualities of patience, tact and diplomacy
* Fluent in written and spoken English;
* Commitment to child rights and sustainable development
* Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support
