Danish Red Cross (DRC) has been working bilaterally with SSRC for more than a decade. Support has been given mainly to development of a capacity for emergency preparedness and response, community based psychosocial programmes and to branch capacity development. Currently focus in the partnership is on integrated community resilience, psychosocial support and emergency response.

The overall purpose of the Disaster Management/Programme Delegate position is to ensure quality and coherent guidance and support to the SSRC on programme management of DRC supported programmes with particular focus on building SSRC disaster management capacities. The position will require hands-on operational support, guidance and coordination and will work with relevant SSRC staff to design and implement programme in different states of South Sudan. The delegate will support the SSRC in ensuring close cooperation and continual consultation between SSRC and other RCRC Movement Partner National Societies. In addition, the delegate will ensure and support the implementation, monitoring and reporting of specific programmes.

The country team consist of three delegates. A country manager, country finance officer and our new disaster management/programme delegate.

Responsibilities

Some of the key responsibilities of the Disaster Management/Programme Delegate:

  • Support effective and efficient implementation by SSRC of DRC-funded projects in South Sudan, as required, with a particular emphasis on DANIDA funded projects on Distater Management, early warning, cash transfer and emergency response projects.
  • Taking advantage of the position identify, develop, facilitate and coordinate capacity-building initiatives for SSRC staff on DM, Early warning system, project management, monitoring and reporting with the support of DM at regional and HQ level.
  • Support the on-going adjustments of SSRC DM tools, in close collaboration with the SSRC PMER and DM units
  • Support SSRC to conduct needs assessment, baseline and end-line surveys, and to develop concept notes and reports to donors.
  • Support SSRC DM Manager in coordinating with external actors – in particular the national cluster level contributes to Organizational Development of the NS e.g. strategic plan development
  • Monitoring of resource allocation and budget utilization of the projects in order to help SSRC achieve a clear month-by-month overview of completed and planned project activities and spending, in collaboration with the DRC Regional Office (RO) team
  • Provide advice and technical support to the SSRC team managing the DRC projects, and to SSRC volunteers as appropriate, in particular in DM and emergency response.
  • Contribute to the design and operational coordination of the Movement response through proactive communication and technical input with all relevant stakeholders, including ensuring constructive coordination between SSRC sectors/departments and PNS
  • Provide technical input and support the development of key SSRC DM documents – such as policies, strategies, manuals, Standard Operational Procedures etc. – according to SSRC priorities
  • Engage in DRC matrices with time and technical support as per agreement with line manager and matrix coordinator
  • Support the CM in achieving DRC’s visibility objectives for South Sudan, by providing input to the DRC Communications Team based at HQ.

Experience and qualifications

  • Relevant degree level qualification or extensive professional experience in related field and or social sciences, Disaster management, Project management etc
  • Excellent communication, coordination and facilitation skills in culturally and politically sensitive environments
  • Knowledge about the Red Cross/Red Crescent Movement, Disaster Management and other cross-cutting programmes within the RCRC is an added value
  • Proven field experience in project management in conflict-affected or post-crisis countries
  • Minimum of 3 years of relevant experience working in operations management and coordination in the field
  • 3 years of experience of analysing, planning, and managing relief and development programmes and resources
  • Strong grasp of the planning and managing finances and budgets
  • Proficiency in Microsoft Office applications
  • A high degree of proficiency in both written and spoken English language. Knowledge of Arabic language is an added advantage.

Significant Project Cycle Management (PCM) and programme financial management experience. We expect that you have good analytical and negotiating skills. You possess excellent communication, coordination as well as networking and facilitation skills. You need to have assessment, consultation, planning and project management skills, in order to design and achieve a comprehensive programme development process.

In terms of personal qualities, good cultural understanding and the ability to work in a challenging multicultural environment is essential. You need to be able to cope with stress, both the stress of living under a restrictive security regimen and also related to workload and the difficulty of achieving significant results in this environment, so you need to be resilient and confident in yourself.

Employment Conditions

The ideal starting date is 1 June 2021, or earlier if possible. The contract length is initial 12 months with the possibility of extension. The salary including all allowances and pension payment will be between DKK 42,000 and DKK 44,000 per month, depending on qualifications and experience. An individual apartment in Juba is provided, free of charge.

Juba is a non-family duty station with a paid 7-day Rest & Recuperation break permitted after every 8 weeks in-country. The delegate will be an integral member of the DRC Country Team, although in order to focus on capacity-development they will be embedded within the SSRC DM/programme Team.
