Description
WeWorld-GVC, is an Italian secular and independent organization working since 1971 in international cooperation and humanitarian aid. Present in 29 countries with 128 projects, WeWorld-GVC operates in the following areas of assistance: human rights (gender equality, prevention and combating violence against children and women, migration), humanitarian aid (prevention, emergency relief and rehabilitation), food security, access to water, health and hygiene, education, global citizenship education, quality teaching and international volunteering. WeWorld-GVC works mostly with girls, boys, women and youth, actors of change in every community for a fairer and more inclusive world. Supports people overcoming emergencies and guarantees a life with dignity, opportunities and a better future through human and economic development programs, in the framework of the 2030 Agenda. Working context
WW-GVC has been operating in Tunisia since 2012 through the implementation of the following intervention sectors:
· Socio-economic and rural development
· Human rights
· Good local governance and community driven development
· Prevention of violent extremism (PVE)
· Mainstreaming sectors: Strengthening civil society & Gender equity
The main donors are: the Italian Interior Ministry, the Italian Cooperation AICS, Italian provinces.
Provisional annual budget 2021: 700,000 EUR.
Job description
WeWorld-GVC is recruiting a Program Coordinator who works under the direct supervision of the Tunisia/Libya Country Representative. She/he is responsible of two field coordinators and one project manager (TBC) She/he works in close collaboration with the Finance and Administration Coordinator, the Protection and Gender Coordinator, the Logistics Coordinator and the Communication Expert.
Main taks and Responsabilities
The main responsibilities of the Tunisia Program Coordinator are as follows:
Strategic and Programmatic development
· In collaboration with the Country Representative and the sector coordinators, She/he actively participates in the development and implementation of the programmatic strategy of WeWorld-GVC in Tunisia
· Contribute to the monitoring and actively analyze the evolution of the context in order to identify the humanitarian, nexus, development needs in the country
· Contribute to the writing of new project proposals, aligned with the country strategy
· Identify and develop new partnerships
· Define and implement a capacity building strategy for WeWorld-GVC staff and partners
Project management, reporting and quality control
· Coordinate the workplan, implementation of project (s) / Program (s) as defined in the project proposal (work plan, budget forecast and project monitoring tools) – field monitoring**
· Coordinate the implementation of programs / projects with other departments (finance and administration, logistics and communication) and other partners when WeWorld-GVC is the lead of the Consortium
· Oversee the coordination of programs / projects with key stakeholders associated with the project – including the implementing partner (s) and other partner (s) of the project (s)
· Supervise the financial and logistical monitoring of project (s) in accordance with WeWorld-GVC procedures and donor procedures
· Coordinate the production of internal and external quality reports in accordance with internal procedures and donor procedures (interim report, final report, etc.)
· Supervise the visibility of the programs in close collaboration with the Communication Expert
Monitoring, Evaluation, Accountability and Learning (MEAL)
· Supervise the implementation of a monitoring and evaluation system for each program and adapted to the specific context of the Intervention
· Supervise the monitoring of the achievement of indicators as well as their analysis
· Depending on the context of the Intervention, coordinate the implementation of a project accountability system (feedback mechanim etc.)
· When programs close, supervise the implementation of a lessons learned and capitalization exercise with all departments (Programs, finance, logistics etc.)
Representation and coordination
· Participate / Coordinate meetings with the partner (s) of the project (s) as well as the implementing partner (s)
· Actively participate in external meetings / conferences / workshops and working groups
· Present and keep stakeholders (authorities, partners, etc.) informed of the progress of the project (s)
· Ensure the relationship with program donors
Human resources
· Supervising and strengthening capacities of Project Manager / Field Coordinators and other relevant project staff
· In accordance with WW-GVC procedures and in collaboration with the human resources department, supporting the Project Manager / Field Coordinator and HR department whenever needed in the recruitment, training, supervision and evaluation of the project staff team, including the identification of capacity building needs and the implementation of appropriate training sessions
· Ensuring that project staff respect WW-GVC rules and regulations and adhere to WW-GVC’s values and its code of ethics
ESSENTIAL REQUIREMENTS
Qualifications and Knowledge
· Master or equivalent in the field of international cooperation / development / project management
· In-depth understanding of the Tunisian context, migratory flows, local economic development and issues related to Protection and Gender
· Fluent French and English essential, both written and verbal
Professional experience
· At least 4 years of specific experience in the coordination of projects in the field of international cooperation
· Experiences of representation with institutions, local and national authorities
· Experiences in budget management and logistics procedures

· Previous professional experience in Tunisia
· Knowledge of Italian language
· Knowledge of Arabic language
