Introduction

 As Rwanda positions itself as a leading regional hub for technology and digital transformation, the accelerated deployment of AI across the public and private sectors brings critical socio-technical risks that demand localized, enforceable oversight. Relying entirely on ethical guidelines leaves institutions exposed to systemic vulnerabilities.

 To protect citizens, maintain digital trust, and foster a secure AI environment for local context, Rwanda must move proactively addressing these challenges with an empirical, data-driven baseline assessment to accurately map the country’s technical advancement in Digital Public Infrastructure, Data Economy and AI Turst C Safety, the existing regulatory frameworks, institutional capacity gaps and how these aspects influence each other.

 3.1.            Main objective

 The primary objective of this assignment is to engage a qualified consultancy firm to execute an integrated national baseline diagnostic study across the public and private technology ecosystems in Rwanda. This assessment will map the country’s readiness across Digital Public Infrastructure maturity, data economy and governance, and AI Trust and Safety. It will surface the structural interdependencies between these three digital transformation workstreams, identify where fragmentation creates systemic risk or investment inefficiency, and produce a comprehensive evidence base that enables Rwanda’s decision-makers, institutions, and development partners to invest in and implement a coordinated national digital transformation strategy with confidence.
