Title: International Nature-based Solutions (NbS) Consultant 

Project: Blue Green Islands Integrated Project – Global Environment Fund (GEF 8) Accelerating PNG’s Sustainable Blue Economy through Strengthened Governance and Investment in Marine Areas 

Duty Station: Port Moresby, Papua New Guinea (with travel to project sites in New Ireland Province, Autonomous Region of Bougainville, and Bootless Bay located at Central Province and National Capital District)

Contract type: International Consultant 

Duration: 105 days across 24 months from Sep 2026 to June 2028   

Expected start date: Sep 2026

Scope of Work
The international Nature Based Solutions Consultant will provide technical support to identify, develop, pilot, and scale-up of Nature Based Solutions across PNG, with a focus on three priority geographies: New Ireland Province (Murat, Lavongai, Tigak, and Djaul Islands), Autonomous Region of Bougainville (Kunua and the Pirung Eight Islands Wildlife Management Area), and National Capital District and Central Province (Bootless Bay Marine Protected Area and proposed extensions)
The International NbS Consultant will lead and guide the implementation of key interactive activities for nature-based solutions ensuring the embedment of nature-based solutions into the blue economy framework to enhance ecosystems services and community participation and provide lasting benefits such as coastal protection, food security and job creation through sustainable fisheries and ecotourism. This assignment will be delivered by the International NbS Consultant through 3 Key workstreams by providing technical advice and guidance, leadership and management on:
Workstream 1: Innovative finance models to leverage private sector and blended investment to support conservation and restoration of coastal and marine biodiversity and ecosystems.
Workstream 2: Blended finance and equity investment transactions – Enhancement of Public-Private and Community Partnerships (PPCP) to address coastal and marine pollution in the National Capital District (Bootless Bay). 
Workstream 3:  Establishment of new and/or strengthening existing NbS focused business models in New Ireland Province and AROB.
