Internal Policy Development

Overview Brief:

Al Sharq Forum (ASF) would like to engage with the consultant to develop the overall framework of internal policies for the organization, particularly relevant to development standards and EU grants. Additionally, we are looking to develop policies that are relevant to the context of the organization, and in line with recognized standards.

Al Sharq Forum is looking to engage a consultant who have proven experience in developing internal policies, in addition to quality control measures, specifically for non-profit NGOs operating within the development sector in Turkey and Europe.

The outline of policies:

The policies include the following (for many of those policies, ASF already has standard procedures in places).

• Financial Policies

• Procurement Policies

• Human Resources Policies

• Internal Control and Quality Assurance (MEAL)

• Anti-corruption and Fraud Policy

• Equal Opportunities Policy

Method statement:

Al Sharq Forum expects that the consultant conducts one or more of the following:

• Review existing resources and policies documented.

• Conduct interviews with relevant stakeholders internally to understand policy-level requirements

• Utilize and adapt templates from standard policy where relevant, with consideration of best-practices in Turkey and Europe.

Submission of offer should include the following:

• Proposed work method and timelines.

• Assignment Lumpsum fees in Turkish Lira (TL).

• Professional resume and references.
