Level: Assistant Classification: LE-A2 Location: 43 Jal el-Dib Highway, Beirut, Lebanon Closing date for applications: 23-04-2021 at 23:59 UTC+1 / GMT+1 Summary of position: Under the general supervision of the Readiness Program Manager (RPM), and the Readiness Program Officer (RPO), the Readiness Program Assistant (RPA) assists with the implementation and delivery of the Readiness Program at Mission, to enhance the Mission’s operational and physical security planning, emergency preparedness and resilience; contributes to maintaining a culture of Readiness in the mission and assists in responding to incidents affecting its personnel, information and/or assets; assists with the research and monitoring of local developments and trends by monitoring local media and social media, and reports on information that is of potential interest to the Readiness Program; provides administrative support to the Readiness Program including assisting in budget management, payment requests and receiving invoices, and coordinating schedules, events and travel; and contributes to the Mission’s overall emergency management and business continuity planning. Essential qualifications: Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and Curriculum Vitae (CV) how they meet each of these essential qualifications. Education: • A degree or diploma from a recognized university with a specialization in social sciences, administration, business, international relations, or other specialization relevant to the position or an equivalent* experience in an administration / security / emergency management role. *Acceptable combination of education and relevant experience is considered as a total of three (3) years or more. Language: • Proficiency in Arabic* (read, write, and speak); • Proficiency in English* (read, write, and speak) OR proficiency in French* (read, write, and speak) and basic knowledge of the other, English/French* (read, write, and speak). *Fluency will be assessed by a variety of means including written assessment and interview. Experience: • Minimum of two (2) years recent experience (in the last seven (7) years) working in an office environment providing administrative support in a job role relevant to the specific position within a large private organization or enterprise, public administration or government institution. For example, working in a security environment; emergency planning or preparedness environment; information management; supporting an international team; establishing and implementing policies and procedures; assisting with budgeting and payments or other; • Experience in event management and organization, or organizing high-level or senior management country visits; • Experience providing client support service to internal or external clients. Rated Requirements The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written or online examination, an oral interview, role-play, practical tests, presentations, psychometric assessment and/or reference checks. Knowledge: • Knowledge of the security environment within Lebanon; • Knowledge of Microsoft office software (such as Word, Excel and PowerPoint), social media and mapping applications (Google maps, google earth, GIS); • Knowledge of basic budget principles and payment procedures; Abilities/Competencies: • Organizational skills e.g. making logistical arrangements, diary management, scheduling, planning, prioritizing; • Ability to provide excellent client service, maintaining composure when dealing with challenging situations; • Ability to research, analyse and interpret information quickly in order to recommend solutions and provide summaries; • Effective interactive communication – oral and written in French or English, and Arabic and basic communication in the second language; • Attention to detail; • Teamwork and Cooperation; • Professional and personal integrity; • Adaptability and flexibility; • Judgement; • Interpersonal relations. Asset Qualifications: Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV. • Work experience in a high-pressure client service environment (ex.: banks, hospitals, embassies, police or military, governmental offices, etc.); • Work experience in a security, crisis management, emergency preparedness or business continuity. Organizational Needs: – Operational Requirements: • Overtime may be necessary on occasion; • Hours of work will be 37.5 per week, worked Monday to Friday at time to be arranged by the supervisor; • Ability to telework (should lockdown, movement restrictions be implemented, i.e. COVID-19 requirements). Condition(s) of Employment: • The appointment of the successful candidates will be subject to Medical Clearance and Reliability Check (RC); • A “Reliability Status” is the minimum security requirement needed to obtain before starting a new position with the Embassy of Canada in Lebanon. The security clearance must be maintained throughout employment – failure to do so may result in dismissal; • The successful candidates must be able to legally work in Lebanon or at the Embassy of Canada in Beirut; • Applicants must hold a valid working authorization covering the period of employment.
