The EIB, the European Union’s bank, is seeking to recruit for its Corporate Services Directorate, Corporate Protection Services Division at its headquarters in Luxembourg, a Head of Safety Unit*. This is a full time position at grade 5/6.

The term of this contract will be 4 years.

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

*Internally referred to as: Unit Head Facilities Management

Purpose

Join our team and manage the EIB Group Safety Unit to protect 24/365 the organisation and its people from unintentionally caused harm, in particular accidents inside/outside buildings that involve people with/out vehicles, machine failures (e.g. people blocked in a passenger lift) and system failures (e.g. outage of electricity or lighting system).

Operating Network

This position demands a high level of interaction with all EIB Group staff, including senior stakeholders, and external partners. In this role, you will be a member of various committees in the domain of safety management, including coordination, reporting and presentation functions.

Strong action implementation focus, customer orientation, diplomacy and excellent interpersonal skills are required for this position.

The Head of Unit is required to be available beyond the regular office hours at night, on weekends and/or bank holidays even over a longer period, in particular in the event of an incident or a crisis. You will have to carry out on-call services on a regular basis.

You will report to the Head of Corporate Protection Services Division.

Accountabilities

  • Manage a team – on a daily basis to include emergency situations as they arise – including defining roles, responsibilities and objectives as well as appropriate decision making;
  • Develop, run, adapt and deliver the safety management services with a focus on the required level of protection for the EIB Group including its people, premises, movable property, and reputation as well as a group-wide coordination of the prevention of, preparedness for, response to and recovery from safety related incidents and crises in both, the physical and cyber worlds;
  • Manage objectives by priority setting, urgency focus and achievement orientation;
  • Ensure completeness and accuracy of delivery of products and services are measured with appropriate performance indicators;
  • Acknowledge service reports and incident reports, carry out inspections; conduct risk assessments; participate to checks and audits; ensure that applicable law, organisational regulations and contractual obligations are followed;
  • Manage contracts with external service providers;
  • Adapt existing as well as create new measures, methodologies and/or organisational regulations to changing demands and/or requirements; ensure policy, procedures, processes and other organisational regulations are complete;
  • Focus on digitalisation and automation; consider benchmarking with International Finance Institutions and best protection practices.

Qualifications

  • University degree in a subject related to safety or other relevant;
  • At least 5-years of relevant professional experience in protection against safety related incidents and crises in the public and/or private sector gained in international organisations;
  • Hands-on experience in designing and implementing safety management approaches combined with the ability to manage related incidents and crises;
  • High knowledge of relevant regulations on safety at work including EU Framework Directive 89/391 and the safety of workers principles introduced by the Luxembourgish Inspectorate of Labour and Mines as well as safety standards including ISO 45001;
  • Experience or proven ability in managing people, ideally in multicultural environment including international organisations;
  • Proven ability to cooperate with stakeholders, including decision making bodies and action implementation teams;
  • Proven track record in action planning, preparation and execution;
  • Good skills in documentation, reporting and presentation;
  • Very high sense of ownership, reliability and responsibility;
  • High level of persuasiveness to convince others in urgent or prioritized subject matters;
  • High level of stress tolerance in challenging situations;
  • Good command of MS Office applications and office software;
  • Excellent command of English and/or French (*). Knowledge of a third EU language would be an advantage.

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank’s working languages.
