Context
Under the overall supervision of the Chief of Mission (CoM) in Baghdad, the direct supervision of the Head,
RRU and the Senior Operations Coordinator, and in coordination with relevant units in IOM Iraq, the successful
candidate will have the overall responsibility for the management and implementation of RRU’s activities in
Anbar governorate. Further, as the most senior staff in the Area of Responsibility (AoR), the incumbent will act
as the Head of Sub-Office (HoSO) for the duty station. S/he will be responsible for liaison functions (with local
government, other UN agencies, donors, NGOS, civil society, etc.) and accountable for the monitoring,
oversight, and coordination of all IOM activities in the Sub-Office, including resource management and
monitoring and evaluation, in line with IOM Mission guidelines. A key responsibility of the HoSO is the
reporting to the IOM Chief of Mission (CoM) and Senior Management on any issue – programmatic, staffing,
political, security, etc. which is impacting the successful realization of programmes and the implementation of
the mission objectives and strategy. Moreover, the candidate will have the following key responsibilities:
Core Functions / Responsibilities
Core RC-RRU Functions / Responsibilities:

  1. Ensure proper planning and timely implementation of all activities within the area of responsibility,
    including planning, implementation, follow-up and troubleshooting.
  2. Coordinate with thematic teams to include community-based approaches in all phases of activities, with
    focus on women engagement in livelihood activities.
  3. Implement activities according to agreed methodologies in close coordination with the technical staff,
    and provide guidance and training for the field teams on operational tasks
  4. Utilize mechanisms to assess the impact and coverage of activities and the progress made against
    implementation plans and internal Monitoring and Evaluation indicators in return areas.
  5. Represent RRU at regional-level coordination forums related to the area of responsibility, creating
    partnerships with key organizations, agencies, and governmental partners to ensure good coordination,

  6. Supervise all staff and contractors within the area of responsibility, including both field and management
    positions.
  7. Ensure information sharing, coordination, and communication within the team and with other teams and
    management.
  8. Establish clear demarcation of RRU’s technical, operational, and project-support functions to ensure all
    programmatic components within the area of responsibility work as a cohesive unit.
  9. Provide strategic orientation to the work of RRU in the area of responsibility and ensure response to
    unfolding return and recovery trends, integrating new approaches and procedures as required.
  10. Where possible, lead the establishment of new IOM field operations.
  11. Where possible and in close coordination with management, liaise with donors in order to show progress
    of activities, gaps, lessons learned etc.
  12. Work closely with other teams / management to provide timely reporting, information, audio/visual
    media, etc., related to project activities.
  13. Prepare project development proposals and donor mapping frameworks.
  14. In coordination with relevant units and in line with the regulations and policy of IOM, ensure proper
    adherence to human resource, procurement, finance, and all other policies of IOM for projects
    implemented in the area of responsibility.
  15. Undertake duty travel as required, for project site review and other duties of concern to the projects.
  16. Perform such other duties as may be assigned.
    Head of Sub-Office Functions / Responsibilities:
  17. Support IOM’s operational activities in Anbar Governorate in close cooperation with stakeholders from
    government, international community and NGOs based in Anbar.
  18. Assist in monitoring all administrative, financial, programmatic, and operational activities in close
    coordination with other programmatic and unit focal points in IOM’s sub office in Anbar and IOM’s
    Head of Liaison Office and Programmes in Baghdad
  19. Closely monitor procurement, payments, settlements, and service fee charging according to IOM’s
    procurement manual and administrative and financial procedures, assets, in close coordination with the
    logistics and finance units in Baghdad.
  20. Facilitate regular communication, coordination, and free flow of information among programmatic and
    unit focal points in IOM’s sub office in Anbar through, amongst others, regular meetings. Identify and
    facilitate potential synergies between new and ongoing IOM project activities in Anbar Governorate.
  21. Participate in regular coordination meetings organized by government, UN agencies, NGOs and private
    sector and share meeting minutes, feedback with IOM’s office in Baghdad and COM.
  22. Support programme and unit focal points based in IOM’s sub-office in Anbar according to IOM’s Staff
    Rules and Regulations.
  23. Submit weekly plan, reports, activities included all achievement and activities in Anbar Governorate to
    the HoLP and relevant national officers.
  24. Organize work of VRCs and submit Logbooks to logistics and HoLP on weekly basis
  25. Perform such other duties as may be assigned by HoLP in Baghdad and/or Chief of Mission.
    Required Qualifications
    Education:
     Master’s degree in Humanitarian Affairs, International Relations, Development Studies, Political
    Science, or a related field from an accredited academic institute with five years of relevant professional
    experience; or
     University degree in the above fields with seven years of relevant professional experience.

    Experience and skills:
     Experience (including field experience) in managing construction and rehabilitation projects.
     and/or recovery interventions in post-conflict or post-disaster context.
     Experience in managing several types of community-based projects.
     Experience in interventions aimed at supporting area-based community recovery.
     Experience in liaising with government authorities, other national/international technical.
     counterparts and NGOs and building effective partnerships.
     Previous working experience in Iraq or the Middle East and Northern Africa region is advantageous.
     Willing to travel within the country as required.
     Proven ability to supervise, coach, and direct staff and manage operations in transitional contexts.
     Ability to work in a multicultural environment.
    Languages:
     Fluency in English is required, and Arabic is a mandatory.
