General Description

WeWorld-GVC, recently constituted from the merger of two NGOs, is an Italian secular and independent organization working since 1971 in international cooperation and humanitarian aid. Present in 29 countries with 128 projects, WeWorld-GVC operates in the following areas of assistance: human rights (gender equality, prevention and combating violence against children and women, migration), humanitarian aid (prevention, emergency relief and rehabilitation), food security, access to water, health and hygiene, education, global citizenship education, quality teaching and international volunteering. WeWorld-GVC works mostly with girls, boys, women and youth, actors of change in every community for a fairer and more inclusive world. Supports people overcoming emergencies and guarantees a life with dignity, opportunities and a better future through human and economic development programs, in the framework of the 2030 Agenda. WeWorld-GVC in oPt

We World-GVC has been working in Palestine since 1992 and is currently supporting vulnerable populations both in the Gaza Strip and the West Bank through multi-sectorial interventions, encompassing WASH, livelihoods, gender, good governance, rural development. WeWorld-GVC is active both in humanitarian and developmental interventions, and recently developed its Nexus approach, implemented with the involvement of several partners and stakeholders, national and international. The general aim of the organization is to provide the communities and the local actors the possibility to take informed decisions and increase their agency and their resilience.

The mission counts five offices (Jerusalem, Ramallah, Gaza, Tubas and Hebron) and around 40 employees. The main donors are ECHO, EU, AICS, UN, SIDA, GIZ and more.

Purpose of the Role

The Livelihood & Resilience Specialist will support the work of We World-GVC within the West Bank Protection Consortium. The WBPC is a strategic partnership between DG ECHO, 11 like-minded EU Member States and five International NGOs (NRC, ACTED, AAH, We World-GVC and PUI) formed in 2015 to support vulnerable communities through a protection-oriented, multi-sector humanitarian response that encompasses emergency relief, community-based protection, the provision of basic and social infrastructure, legal aid and humanitarian advocacy. Under the general direction of the Programs Manager, the Livelihoods & Resilience Specialist will give strategic and operational guidance to sustainable Livelihoods interventions, encompassing We World-GVC approach to the Nexus (Humanitarian, Development, Peace). She/he will support the revision of community strategies and plans produced with the technical support of We World-GVC.

Main functions and duties

Institutional and Program Development

  • Review the prepared profiles and protection plans for vulnerable communities, assuring the inclusion of sustainable Livelihoods activities according to each community vulnerability and assuring NEXUS approach is mainstreamed in all short and long term activities.
  • Increase knowledge about NEXUS-related best practices in the area and see how it can be replicated by We World-GVC;
  • Identify awareness raising topics needed for communities and local stakeholders;
  • Support the project team in identifying eligible areas, communities and individuals for sustainable Livelihoods interventions;
  • Support in the coordination of the assessment and implementation of activities related to Livelihoods and Income Generation;
  • Guide the team about relevant stakeholders to be involved in interventions planning and implementation;
  • In coordination with consortium project manager and project coordinator; develop specific monitoring tools for sustainable Livelihoods interventions implemented through the project;
  • Lead the design of a strategic planning for the inter-agencies and actors’ coordination on the basis of the Plans and data developed.
  • Produce high quality strategic papers, in coordination with the Program Unit in the mission and the relevant departments in the HQ.

Communication and coordination

  • Participate in internal coordination and planning meetings in oPt mission and in HQ level,
  • Participate in relevant stakeholders’ meetings to advocate and promote for NEXUS approach and its implementation on the ground.

Capacity Building

  • Identifies learning and training opportunities for project staff and works as a mentor and role model for less experienced staff.
  • Ensure transparent, equal and inclusive management and training of human resources in accordance with the policy and procedures, and all regulatory requirements (We World-GVC, host country legislation and donor’s policy).
  • Foster an inclusive and diverse work environment, and ensure that the highest standards of conduct are observed.

Job Specifications

Essential Requirements

Qualifications and Knowledge

  • Master degree in international cooperation, social sciences or related fields.
  • Strong computer skills essential, including ability to operate Microsoft Word and Excel.
  • Fluent in English, both written and verbal.
  • Valid driving license for automatic and manual cars.

Professional experience

  • Minimum 5 years of experience in International Cooperation/Humanitarian Interventions in managerial roles preferably with INGOs.
  • Sound experience and competencies in Sustainable Local Economic Development, Community Empowerment or Social Business Development.
  • Demonstrable experience participating in assessments or surveys.

Skills and Attitudes

  • Strong flexibility and capacity to adapt behavior to the needs of the situation.
  • Capacity to work autonomously and in problems prevention/resolution.
  • Proven organizational skills and ability to effectively manage multiple tasks while fostering quality, team spirit and positive working relationships with colleagues.
  • Ability to identify, initiate and maintain good relationships with partner organizations, donors and national authorities including building professional relationships with senior decision-makers and influencers / leaders.
  • Good communication, negotiation skills and sensitivity in dealing with local institutions on critical issues.
  • Cultural, gender, religion, and age sensitivity and adaptability.
  • Strong commitment to the Mission of We World-GVC, genuine interest for international cooperation development topics.

Desirable requirements

  • Prior knowledge about the local humanitarian and developmental context in oPt is an asset.
  • Previous experience in participation of development of research tools and training design is desirable.
  • Working knowledge of Arabic is a plus.
