Main purpose of job:
To be the Embassy’s liaison officer working remotely in Denpasar, supporting the British Embassy’s increased non-consular related activity and interest in Bali and Lombok. Engaging local stakeholders, including provincial, city and regency governements; the private sector; media; NGOs; educational institutions; diplomatic partners; and others. Reporting to the Head of the Second Cities based in the Embassy in Jakarta.
Roles and responsibilities / what will the jobholder be expected to achieve?:
Stakeholder Management (35%): Working to the existing Bali outreach strategy, to develop effective relationships with an expanding network of senior and working level contacts in government, politics, business, education and other relevant areas. Provide the Embassy with updates on issues important in Bali and East Nusa Tenggara (Lombok) and keep the Embassy informed about medium-long term trends and development priorities. Make recommendations to teams in Jakarta about where there may be scope for further UK engagement.
Supporting Climate, Educational & Commercial Outcomes (35%): Working with the embassy climate colleagues, the Department for International Trade and the British Council, to spot opportunities for UK interests in climate, business and education, and to help pursue those opportunities. To flag to the Embassy team in Jakarta any problems/blockages and propose appropriate solutions. To create synergies in co-operation with other second cities officers in Bandung, Jakarta and Surabaya, taking advantage of any relevant funding streams (e.g. International Programme Fund).
Strategy Development (10%): To provide regular input into the overarching Embassy’s second cities strategy, including through the Board and Working Group meetings. To drive progress on the Bali strategy, including on priority sectors, who we should engage with and how, a programme of activity, and when those activities should take place. To ensure the strategy is updated and to provide regular reporting and evaluation of activity.
Wider Embassy Support (10%): Work with others to plan and deliver (non-consular related) visits to Bali/Lombok by UK stakeholders (e.g. UK ministers), including helping to arrange visits from Embassy personnel in Jakarta (e.g. the Ambassador). Identify and support potential visits and meetings by Bali/Lombok based stakeholders to the UK or engagement with Jakarta based senior officers.
Corporate (5%): To support the wider corporate work of the embassy, including by taking on a specific corporate role in Bali, e.g. health and safety officer, fire safety officer, etc. To take an interest in personal development and undertake appropriate learning as required.
Crisis Support (5%): To work with British colleagues based in Bali in advance of and during our response to a crisis, e.g. natural disaster.
Learning and development opportunities (and any specific training courses to be completed):
- 70% of learning will be on the job delivering what is required.
- 20% will be learning from colleagues currently doing the job, e.g. induction at the British Embassy in Jakarta, job shadowing our second cities officer in Surabaya, etc.
- 10% will be undertaking formal training, either through the Embassy’s Learning & Development Committee or through the FCO’s Diplomatic Academy e-learning programmes (e.g. understanding the UK module).
Working patterns:
The job can support flexible working patterns as long as the needs of the Embassy are met, e.g. during a visit from the Ambassador. Core hours are 09:00-11:00 and 14:00-16:00; outside these hours, we can be flexible as long as the required 39.5 hours (excluding lunch breaks) are met.
The job will be based in Bali, working from a separate office located in the Australian Consulate in Denpasar.
- Fluent in both spoken and written Bahasa Indonesia
- Fluen in both spoken and written English
- Proven experience in stakeholder management and business development ideally in Bali and Lombok
- Understanding of UK expertise in business and education; understanding of Indonesian local government
- Understanding of Indonesia’s economic development (e.g. infrastructure)

Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.
