Overview
Global Health Technical Professionals (GHTP) is a US Agency for International Development (USAID) program that offers early- to mid-career global health professionals the opportunity to advance their careers supporting the USAID Bureau for Global Health and its implementing partners. GHTP is helping USAID improve global health outcomes in communities around the world by building a new generation of global health technical professionals who reflect the diversity of the American people.
Credence and its partner, the Public Health Institute (PHI), are both employers for the Global Health Technical Professionals (GHTP) project which provides expertise in support of USAID global health programs. The hiring of this position will be through the PHI and as such the selected person will become a PHI employee.
Summary Statement
USAID created the Center for Innovation and Impact (CII) in 2012 to use a business-minded approach to accelerate the development, introduction and scale up of priority global health interventions. Sitting within the Global Health Bureau, CII invests seed capital in the most promising ideas and applies rigorous, market-oriented approaches to cut the time it takes to transform ideas from the drawing board to impact on the ground. Job Requirements
USAID/CII is seeking a Digital Health Advisor to play a key role in supporting the operationalization of the new USAID Vision for Action in Digital Health. The Digital Health Advisor will support related activities, including support to communities of practice such as the internal Digital Health Working Group, and liaising with the Development, Democracy, and Innovation Bureau to align efforts implementing the USAID Digital Health Vision and USAID Digital Strategy. The position may also provide project management and technical assistance support to country-based digital health activities including strategic planning, procurement design, project implementation, and monitoring and evaluation. The post will be part of a dynamic and entrepreneurial team that supports the Global Health Bureau and health offices in USAID offices globally by providing thought leadership, building partnerships, and delivering technical assistance.
The Digital Health Advisor will be expected to have experience in delivering digital health technical assistance in low- and middle-income country contexts, as well as familiarity with recent developments in the global, multilateral, donor, and country policy environments that are reshaping the future of digital health investments and implementation. The position would work in close partnership with Senior Digital Health Advisors in CII as well as related positions in Washington and in country offices.
The position would be an integral member of the CII team, collaborating across, and contributing to, CII’s broader portfolio of innovation, market access, and other activities. We are seeking a highly motivated and entrepreneurial individual with outstanding problem solving, analytical, project management, communication, and collaboration skills. The candidate must be able to function well independently and on teams, and have a commitment to excellence and producing results.
Responsibilities
- Coordinate with stakeholders across the Global Health Bureau and wider Agency to communicate as well as support and coordinate implementation of the USAID Digital Health Vision.
- Conduct internal assessments resulting in detailed recommendations that can guide the operationalization of the Digital Health Vision. This could include specific aspects around policies, funding processes, procurement alignment with the Vision and national strategies, partnerships, organizational capacity, staff technical capacity, investment tracking, monitoring and evaluation, knowledge management, communications and advocacy capacities.
- Coordinate work products and deliverables to support the Digital Health Vision implementation, including supporting internal communities of practice as well as work and product schedules across a matrixed team environment; tracking program outcomes; coordinating internal meetings, and developing periodic reports for senior leadership.
- Possess, or rapidly develop, deep knowledge of and strategic perspectives on digital health policies and trends globally and at the country-level, and systems-oriented digital health planning and implementation.
- Possess proficiency in assessing country digital health: enabling environments and national policies/plans, including costed implementation roadmaps; country and/or regional digital health architecture; and software and content global goods use.
- Participate actively in Digital Health Team and broader CII activities, including weekly meetings and cross-cutting projects that enable collaboration at the intersection of digital health, market access, innovative finance, and innovation.
- Support Digital Health Team and broader CII reporting requirements, including preparing briefers, talking points, reports, project plans, budgets, trip reports, and other materials as needed.
- Build and maintain relationships internally, and with private sector partners, foundations, donors, and other stakeholders to advance USAID’s digital health priorities.
- Participate in professional continuing education, skills training, and professional meetings to enhance relevant technical skills and career development.
- Complete and execute an Individual Learning and Training Plan and Annual Work Plan.
- Other duties as required.
Qualifications
- Minimum of a Master’s degree and at least seven (7) years of relevant work experience or Bachelor’s degree and nine (9) years of relevant work experience.
- At least 5 years of professional experience engaging in two or more technical disciplines (such as, health informatics, digital health, market access, etc); job duties/responsibilities directly related to PD requirements.
- Knowledge of and professional experience in the field health informatics or digital health in low- and middle-income country contexts.
- Demonstrated knowledge of, or keen interest in, global health.
- Exceptional analytical and communication (written and verbal) skills.
- Ability to absorb and synthesize a broad range of information, including financial, regulatory, clinical, demographic and scientific information.
- Strong interpersonal skills with the ability to build relationships and communicate effectively with people of varied professional, cultural, and educational backgrounds.
- Entrepreneurial mindset, including ability to think strategically, operate independently, self-motivate, be flexible, and set and achieve ambitious targets.
- Ability to work effectively in high-pressure situations, juggle multiple tasks simultaneously, problem solve in a fast-paced environment, and set priorities.
- Ability to understand incentive structures, and engage and persuade senior-level executives and other stakeholders.
- Be a highly motivated, entrepreneurial, and fun individual with outstanding problem solving, analytical, project management, communication, and collaboration skills.
- Strong leadership and interpersonal skills with the ability to build relationships and communicate effectively with people of varied professional, cultural, and educational backgrounds.
- Detail-oriented with strong organizational and project management skills.
- Willingness to travel both domestically and internationally up to 20%.
- US citizenship or US permanent residency and ability to obtain and maintain Facilities Access required.
