Public Health Promoter Assistant (INT7479) – Yemen – Aden

The Role

  • Accountable to the WASH officer for the direct implementation of Oxfam WASH activities, ensure traceability of all activities carried out, proper recording is required.
  • Provides support for and implements program activity plans to agreed standards, following procedures and Oxfam Code of Conduct.
  • Working in team and coordination with other WASH staff and with other department staff.
  • Working with community members and representatives to facilitate the program implementation and proactively achieve solutions to problems arising.
  • Engage with community to insure their participation and raise their issues , feedbacks and suggestions, and taking all of these in consideration and discuss them with the line manager and WASH team .
  • Follow up community volunteers conducting awareness sessions on hygiene key messages. 
  • Regarding hygiene promotion activities, collect flat documents at field level.
  • Carry out interviews, questionnaire, focus group discussions, key informants’ interviews, data collection as per plans.
  • Data entry, MIS and archiving are required.
  • Work closely and supervise community heath volunteers  and follow up with their activity as per the plan .
  • Daily follow up visits to ensure practice of hygiene promotion.
  • Lead in community mobilization process and in establishing clean-up committee.
  • Support field activity supervision and follow up, ensure data re cording (attendance lists, meeting minutes, delivery notes, distribution lists, questionnaires, etc.);
  • Collection, consolidation and reporting of weekly hygiene data, necessary for the consolidation of standard project and strategic indicators (number of beneficiaries, number and type of activity performed).
  • Flexibility to anticipate and resolve challenges within the operational context.
  • Work patterns are high pressure and require proper judgement about basic adjustment and urgent action on routine.
  • Makes local information accessible and usable by project management and non-specialists.
  • Do any Other Tasks requested by the WASH Officer.

Security

  • Follow all SoP of Security and safety and COVID 19.
  • To work closely with relevant staff to ensure that all Oxfam staff adhere the security protocols
  • Upon need and advice, collaborate with the Security and Safety unit, and Field Security Focal to train staff in security management as may be requested
  • Report any security misconduct and security accident, as per SoP.

SKILLS AND COMPETENCE

  • Bachelor  or equivalent in a relevant discipline (Public health )or substantial community development experience. First degree will be added advantage.
  • At least one years of experience in appropriate public health , hygiene promotion volunteer and/or WASH humanitarian related program.
  • Experience in community engagement.
  • Fluency in spoken and written English and Arabic language.
  • Proven experience in community action planning processes and in working with partners. Understanding of OGB partnership policies an added advantage.
  • Ability to work and travel to  remote areas and to Aden office  to attend meeting , training and  for any support required.
  • Proven ability to work creatively, innovatively, using owns initiative with limited direct supervision as well as a working effectively as a team player.
  • Proven assessment and analytical skills and the ability to produce written and verbal reports succinctly.
  • Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalized people in all aspects of Oxfam GB’s work.
  • High level of interpersonal and communications skills.
  • Considerable experience of training and capacity building and ability to carry out training needs analysis and develop capacity building strategies based on this analysis. Mentoring and coaching skills.
  • Strong commitment and sympathy to Oxfam aims and values – which are inclusiveness, diversity and accountability. This also includes commitment to Equal Opportunities (e.g.: gender, race, disability).
  • High level of commitment and willingness to work in a harsh environment.
  • Bachelor or equivalent in a relevant discipline  and /or substantial community development experience. First degree will be added advantage
  • Demonstrable experience in WASH programs, hygiene promotion and/or humanitarian programs.
  • Emergency experience with an NGO essential, with proven application at field level knowledge and experience in Humanitarian and community engagement
  • Knowledge and experience of gender mainstreaming and an active commitment to promoting the interests of marginalised people in all aspects of Oxfam GB’s work.
  • Willing to work and travel to the Aden -office and remote communities for long periods of time.
  • Enough experiences on-field implementation in similar work site, and communication skills essential
  • Good management skills in managing and monitoring activity, staff, and other resources.
  • Good computer skills (Excel and Word, PowerPoint), familiar with sending the email.
  • Good spoken Local language (Arabic) is essential.
  • Good written and spoken English is preferable.
  • Pro-active and with excellent communication skills.

Desirable

  • Ability to be flexible, adaptive and responsive to a continuously changing environment.
  • Ability to deliver and achieve good quality Results   in a difficult working environment.
  • Female candidate is highly recommended.
  • Work before with humanitarian NGOs /INGOs .
  • Ability to supervise a field team& stockholders ( government and non-government) with a focus on a timely delivering in a good quality.  
  • The ability to remain calm while dealing with conflicting priorities and working under pressure
  • Build and maintain a reputation in line with humanitarian standards and acceptance for your ,team and partner work.
  • Ability to capture success stores and raise it share it with WASH team and other staff.
  • The ability to take measures to do no harm and to minimize risks for your organization, partners and the communities you work with.
