We are currently seeking a Disaster Debris Management Consultant for our USAID/BHA PREPARE Trinidad and Tobago Program. Applicant must be based in Trinidad and Tobago.

1. Context

Disasters generate large volumes of debris, which if managed effectively, can reduce health and environmental risks, facilitate the response and speed the recovery process. Conversely, uncoordinated and managed waste solutions post-disaster will exacerbate health and environmental impacts and increase suffering through indiscriminate clearing/dumping and restricted humanitarian access.

2. General Background

The Office of Disaster Preparedness and Management (ODPM), Ministry of National Security partnered with Miyamoto International and the Seismic Research Center on the Urban Disaster Resiliency and Preparedness in Trinidad and Tobago (PREPARED TT) program. This program is funded by the United States Agency for International Development, Bureau of Humanitarian Assistance (USAID BHA).

As part of the preparedness planning under this program the ODPM and Miyamoto are seeking to advance the disaster debris management process in Trinidad and Tobago. The Draft Trinidad and Tobago Disaster Debris Management (DDM) Plan 2016 was amended in 2020. A consultant is being sought to complete the debris disaster planning process in consultation with the DDM ESF team and to assist the municipalities and Tobago with subset DDM contingency plans.

3. Goal

To strengthen seismic disaster risk reduction and preparedness measures in Trinidad and Tobago, through well coordinated and executed disaster debris management plans.

4. Objectives of the consultancy

4.1. Improve, complete and test the Trinidad and Tobago Disaster Debris Management Plan ensuring it is realistic, functional, reflects fidelity to the mandates, laws and policies of the ODPM ESF group members and the circumstances in T&T.

4.2. Assist and support the Disaster Management Unit of the Port of Spain City Corporation with the development of a localized DDM plan and provide a guide other municipalities/TEMA.

5. Scope

5.1. The Consultant may be an individual or company. The consultant will:

5.2. Develop a plan of action with timelines for completing the consultancy.

5.3. Conduct desk review as it relates to disaster debris management in T&T

5.4. Through consultation, capture, collate, analyse data and information stakeholders, relevant to the plan, and annexes:

5.4.1. Disaster Debris (DD) preventative / reduction measures prior to events where possible

5.4.2. Post-disaster emergency phase and early recovery phase responses

5.4.3. Guidance for residential cleanup post disaster such as assessing safety first, seeking aid of equipment to remove fallen structures, sorting, and placing debris on curbside etc.

5.4.4. Criteria / description of waste type of disaster debris.

5.4.5. Guidance or suggestion for the collection / recycling of disaster debris based on a hazard ranking; equipment type etc.

5.4.6. Guidance and protocols for involving the informal sector in the disaster debris management plan.

5.4.7. Criteria for temporary holding areas within districts and guidance on the management of same

5.4.8. Assessment of the landfill capacity for receiving disaster debris.

5.4.9. Load ticket form to capture the use of equipment by Contractors and number of loads.

5.5. Amend and improve a draft T&T DDM plan, close gaps and complete annexes – for feedback and the approval of the DDM Technical Advisory Group.

5.6. Work with the DDU of the Port of Spain City Corporation and other municipalities to develop a localized DDM plan for POS integrated with the national plan

5.7. Work with the DDM ESF Group and the Solid Waste Management Company Limited (SWMCOL) in particular to adapt a simple post-disaster debris calculator for T&T in MS Excel and as a KOBO application for use by local government personnel; inclusive of tool verification and beta testing

5.7.1. Provide a brief guide document on the use of the calculator and application.

5.8. Through meetings and workshops, increase awareness of and test the DDM Plans (national/localized) among the ODPM and ESF groups leads, the POSCC as well as other municipal and THA staff.

5.9. Improve, amend and submit final T&T Disaster Debris Management Plan 2021 and the POSCC DDM Plan for the approval of the DDM TAG

5.10. From the POSCC DDM Plan prepare a DDM plan template for other municipalities and the Tobago House of Assembly

5.11. Develop and facilitate a two-day workshop to familiarize other municipal and THA/TEMA debris managers with the national plan, in the use of the debris calculator and share an outline localized debris management plan template.

6. Deliverables

6.1. A plan of action and expected timelines for carrying out the consultancy.

6.2. A report of the desk review and the stakeholder consultations.

6.3. Brief reports for weekly meetings with the DDM TAG on progress including activities, achievements and any adjustments to the work plan.

6.4. An improved and completed draft T&T (national) DDM Plan.

6.5. A draft DDM plan for Port of Spain.

6.6. A nationally adapted post-disaster debris calculator and digital application with instruction manual, for local government personnel.

6.7. Workshop reports on two table-top exercises (1 National, 1 POSCC) conducted/facilitated to test the plans (national/POSCC) and build awareness.

6.8. A T&T Disaster Debris Management Plan –final

6.9. A POSCC DDM Plan – final

6.10. A DDM plan template for other municipalities and the Tobago House of Assembly

6.11. Facilitate and report on one 2-day workshop to familiarize other municipal debris managers and THA representative in the use of the debris calculator and share an outline localized debris management plan template.

7. Qualifications of the Consultant

The consultant may be an individual or firm currently based in T&T whose capabilities and capacities will include:

7.1. A University degree in a debris/waste management field such as, environmental science, environmental engineering or other relevant qualifications. Post graduate qualifications would be an asset.

7.2. A background and at least 5 years experience in waste management

7.3. Demonstrate an understanding of waste management policy and legislation in T&T

7.4. Experience of working in disaster situations and developing operational plans

7.5. Knowledge of the National Disaster Response Framework and ESF operational structure

7.6. Knowledge of the local government waste removal policies and process

7.7. Great interpersonal skills and the ability to work with stakeholders, facilitate meetings and workshops

7.8. Excellent knowledge of MS Word, Excel and PowerPoint. Experience with KOBO would be an asset.

7.9. Excellent communication skills verbal and written, fluent in English.
