CARE is seeking a Program Development Coordinator (PDC) to lead and coordinate the Country Office’s program design and development under direct supervision of Deputy Director Program Development and Coordination.

The PDC will work directly with technical Advisors during proposal development as well as direct liaison and coordination with Area office program teams.

The PDC contributes significantly to the Country Office’s commitment to quality programming by identifying and mobilizing resources, maintaining donor relations, leading and coordinating the design of new projects, in addition to contributing to strategic planning, representing CARE in internal and external fora, building the capacity of program staff, and contributing to learning and knowledge management.

The PDC will responsible for ensuring coherence between project documents, including log frames, narrative proposals and budgets and for providing direct writing support during proposal development processes.

The PDC will liaise and coordinate directly with CARE Member Partners (CMPs) during proposal development and Contract process

Job Responsibilities:

Program Design/Development and Resource Mobilization

Work closely with the colleagues across the country office, particularly with the PDQ technical and M&E team, Advocacy and Communications, Finance Controller, and all Area offices.

  • Support DD-PDC to ensure that CARE Yemen has a first class program reflecting CARE Global Strategy and CARE Yemen Strategy, and that all thematic areas are adequately resourced.

  • Identify strategic fundraising leads, identify, and nurture funding opportunities to help ensuring adequate resources are secured

  • Lead internal processes, from Go/No-Go until the signing of donor contract/agreement, for all new funding opportunities

  • Lead program and proposal development process and coordinate with different teams, CARE Yemen, donors and CMPs, to facilitate the conceptualization and design of cost effective, innovative and high quality women-led programs, informed by women and girls participation where possible

  • Lead on proposal writing and budget development and finalization to ensure quality and on-time submission

  • Ensure the integration of cross cutting issues into design and implementation including gender equality and women’s voice, inclusive governance, and resilience

  • Ensure all proposals and contracts are fully in compliance with CARE Yemen, CARE US, and CARE International standards as well as donor guidelines

Relationship Management

The PDC will be leading and communicating with all CARE Member partners on all new proposals or funding opportunities, and liaise with Deputy Director – Program Development and Coordination to determine whether the funding opportunity meet CARE Yemen funding strategy.

  • Ensure smooth and effective communication with CMPs to nurture relationship for both existing projects and future funding opportunities

  • Ensure program materials are regularly shared with CMPs for fundraising purposes and external communications

Capacity Development

This will include orienting Area Office staff on how to conceptualize ideas into programmatic concept note based on need in their area office locations. This also include building capacity of relevant staff, such as Budget Officer, in budgeting principles and donors’ proposal and budget guidelines and requirements.

Any responsibilities that may be assigned by direct supervisor (Deputy Director, Program Development and Coordination) and/or ACD – Programs

Educational / Training

• Master’s degree in International Development, Community Development, or equivalent

• Bachelor’s degree in International Development, Community Development in combination of education and work experience.

Desired:

• At least 5 years field experience in Humanitarian/relief and emergency response programing, development, and rehabilitation.

• Extensive experience of proposal development and program design

• Donor relations and networking

• Familiarity with key development and humanitarian aid donors.

Yemen or similar Humanitarian relief context experience is an added advantage.

Experience / Technical Skills

• Extensive experience of proposal development and program design

• Donor relations and networking

• Familiarity with key development and humanitarian aid donors.

• Experience of leading the preparation of successful funding (narrative and budget) proposals.

Desired:

  • Experience in building coherence between project documents, including log frames, narrative proposals and budgets and for providing direct writing support during proposal development processes with ability to coordinate proposal development process with technical team and field teams as well as CARE Member Partners.
  • Skills in Contracts Development. Understanding of donor guidelines during proposal development.
