CONTEXTUAL BACKGROUND
The IRC established programs in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting thousands of internally displaced families in the northern, central and southern governorates in the sectors of protection, gender-based violence (GBV), education, economic recovery, child Protection and emergency humanitarian assistance. Working in coordination with the humanitarian community in Iraq, the IRC’s assistance and emergency programs address the needs of war-affected Iraqi internally displaced persons (IDPs) and Syrian refugees from several operational bases in the country, and include both camp-based and urban-based assistance. IRC operates throughout Iraq, with the main office in Erbil and field offices in, Baghdad, SAD, Anbar and Mosul.
The mission of the IRC is to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover and gain control of their future. The IRC serves people forced to flee from war, conflict and natural disaster and the host communities that support them, as well as those who remain within their homes and communities.
In September of 2014, the IRC began Economic Development and Recovery (ERD) programming in Iraq. Since then the program has expanded with a wide variety of activities to address critical basic needs and longer term livelihoods for Iraqi IDPs and host communities as well as Syrian Refugees residing in the KRI.
The IRC’s approach is to address basic and critical needs through Multi-Purpose cash programming. As one of the founding members of the Cash Consortium of Iraq, the IRC works with partners to ensure that Cash programming remains the primary modality for meeting basic needs in a quick and flexible way and gives agency to beneficiaries to make decisions for their household.
The IRC also recognizes that in a protracted conflict and taking into consideration the diverse needs across Iraq that target populations need to be able to generate their own income and assets on the path to gaining control of their future. As such the IRC has a growing livelihoods program in Iraq that provides support such as Business Skills Training, Vocational Training, Entrepreneurship services including grants and apprenticeships to beneficiaries.
Job Overview/Summary:
As a key member of the ERD program, the ERD Cash Senior Officer will carry out beneficiary identification and registration process, assist in setting up cash distribution as well as ensuring community involvement and participation in the whole project cycle.
The position’s main goals and objectives are;
- Support ERD Manager in the development of synergies across programs and ensure implementation of high impact programs.
- To ensure that communities are aware of IRC program processes and cash assistance program.
- Produce the monthly, quarterly, and final reports.
Target area:
- Ninewa (West Mosul with possibility to travel to other areas like Sinjar).
Major Responsibilities:
- Support field teams in beneficiary assessments, price monitoring and needs assessments.
- Produce update program reports and documents related to cash; i.e. monthly work plans, progress reports etc.
- Under the supervision of the ERD Manager, oversee all documentation and processes related to cash programming.
- Supervise ERD enumerators and ensure that issues of concern in the field are reported to relevant staff and that corrective action and feedback is given to the aggrieved parties.
- Ensure that beneficiary assessments are done in a transparent manner and identified problems are reported to ERD Manager.
- Attend all the field sub-clusters meeting include CWG and ELC.
- Any other duties may delegate by the supervisor.
Staff Management and Development
- Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance
- Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual performance reviews.
- Provide constructive feedback and counsel on appropriate career paths and professional development.
- Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.
- Offer leadership support for successful adherence by staff to IRC’s Global HR Operating Policies and Procedures.
Key Working Relationships:
Position Reports to: ERD Manager – Mosul Field Coordinator
Position directly supervises: ERD Enumerators.
Indirect Reporting: ERD Coordinator
Other Internal and/or external contacts:
Internal: Supply chain, finance, MEAL, FARM, Security, HR, and other IRC departments.
External: Local Authorities, INGOs actors, mayors, beneficiaries, and community leaders.
- Education: University degree.
- Work Experience: Work Experience: 3 – 4 years of experience in humanitarian/development sector
- Demonstrated Skills and Competencies: writing skills, community mobilization skills, good communication and interpersonal skills, ability to work in a multi-cultural environment, ability to promote teamwork, willingness to work in insecure sometimes stressful environment and ability to work under pressure.
- Language Skills: Fluency in English and Arabic.

The security situation in Iraq remains fluid and unpredictable. Candidates may expect periods of insecurity, periodic suspensions of, or restrictions in, program operation and/or field travel, and high levels of volatility in the operating environment.
