Position: MEP (Mechanical / Electrical / Plumbing / Medical Gases) Engineer Duty station: Based in Erbil with several days a week of presence on the building site in Sinjar Reports to: Infrastructure coordinator Technical and working Relationship: Engineers team of infrastructure : Infrastructure Engineer & Architectural Referent and Biomedical Engineer and Engineers in HQ. Other working relation Logistics and security coordinator, Finance coordinator and Senior Admin/HR officer. Starting date: 01/5/2021 About Chaîne de l’Espoir: La Chaîne de l’Espoir is an international NGO founded in 1994. Its mission is to strengthen health systems to give everyone, and in particular children, the same chances of survival and development. Helping the most marginalized children is more than an ethical obligation, it is a prerequisite for achieving the 2030 goals for the health and well-being of children. We operate in 27 countries with a comprehensive approach, centered on the child but also on mothers and disadvantaged communities: – Prevention and screening from an early age, particularly in the context of school health programs – Care and surgery, to meet the most urgent needs of children and their mothers. – Training and skills transfer to local teams thanks to our international network of experts in all areas of surgery – Construction and equipment of hospital structures adapted to local needs. CDE in Iraq: CDE is implementing programmes in Sinjar that aim at rebuilding the healthcare system that was previously destroyed, contributing to the early recovery and stabilization of Sinjar District. The 1st programme aims at supporting the primary health care centre of Sinjar by building and equipping an operation theatre. A second phase (under process ) consists in recruiting and managing a team to run the operation theatre. The 2nd programme aims at building the Sinjar French Medical Center (SFMC) (a modular hospital). The SFMC will provide health care to men, women and children of all ages. It includes a mother and child unit, and will also be designed to include outpatient consultations, medical imaging, emergency ,laboratory,and pharmacy surgical department as well the hospital’s first logistics and energy premises. All programmes are supported by the Iraqi Ministry of Health (MOH) and the French Government through its Centre of Crisis and Support (CDCS). The SFMC programme is also supported by the Madad Fund of the European Union for the Biomedical equipment. General scope of the position: The MEP engineer participates in the technical follow-up of MEP related issues (mechanical with Experience,electricity,HVAV,plumbing and biomedical gases) and the implementation of technical processes. The MEP Engineer coordinates all mechanical(HVAC and Medical Gas), electrical and plumbing technical activities until the perfect completion of the work in relation to the various external and internal partners. S.He works in collaboration with the engineers team and under the management of the Infrastructure Coordinator. Essential duties and responsibilities: The MEP Engineer handles the following activities. 1. Site Follow up for following trades SFMC construction: o Mechanical o Electricity low and extra low voltage o Plumbing o Medical Gases o Fire system 1. Technical monitoring of the work of the Sinjar French Medical Center (SFMC): – Check the conformity of the execution with the contractual documents and propose corrective action plans in case of discrepancies. – Carry out regular site visits and write bi-monthly reports during the conception and construction phase to the General coordinator for Infrastructure. – Facilitate coordination and site meetings and write reports. – Verify the conformity of the administrative and financial documents related to the MEP and share relevant comment to the Admin/Finance/HR coordinator and the General Coordinator for Infrastructure. 2. Participate in project management specially the MEP part (in support of the Infrastructure Coordinator): – If a re-evaluation is needed, provide technical description and cost estimation in anticipation of the continuation of the MEP related activities and mitigation plan. – Manage and monitor the progress of the various milestones set in the general contractor’s contract. – Participate in the follow-up of the work of the various trades involved in the project. – Control the quality and technical requirements of the project and ensure compliance with the construction study design and standards. – In the field, participate in the coordination of synthesis studies. – Monitor activities and their progress against the initial schedule, contribute to the collection of indicators, and anticipate possible changes or delays. Share relevant information with the General Coordinator for Infrastructure, in coordination with the General Coordinator for Operation and the headquarters. – Participation and supportdesign teams regarding the selection of brands and the type of devices used in hospitals in Iraq. – analyse and give feedback of the MEP calculassions related to mechanical and electrical works in relation to load calculations for used equipments. 3. Advisor role for the Sinjar General Hospital project: – Participate in the complementary studies and elaborate technical answers in collaboration with CDE’s head office team: met – hodological notes, technical argumentation notes, …) – Analysis of the technical MEP offer did by the company and verify if they followed the tender request . – Write analysis reports

Qualifications: Education: BSc.in Mechanic or electro-mechanic. Work experience: You have at least 3 years of successful experience in hospital or clean room MEP engineering (new construction and renovation) and in dealing with all trades with real management skills. You also have a good knowledge of Iraq and Iraqi Kurdistan. Languages: Good verbal and written communication skills in English and Arabic. Knowledge of Kurdish is desirable. French is an asset. Personal qualities: – Adherence to humanitarian principle and LCDE’s code of ethics; – Knowledge of the functioning of international NGOs; – Patience, flexibility and capacity of adaptation; – Excellent organisational skills; – Good cross-sectional knowledge of building and BIM; – Rigour, analysis and synthesis capability; – Computer proficiency in Microsoft Office Package and AUTOCAD, REVIT, ASHRE is a plus; – Capacity to travel in unstable areas, especially to Sinjar; – Good interpersonal skills; – Demonstrated capacities to work with colleagues; – Stress management, ability to manage fatigue and set limits. Contract conditions: National, 6 months full time contract. Possibility of renewal. Salary range: according to profile and experience Position based in Erbil with mission to Sinjar.
