Organizational Context and Scope**

IOM actively participates in the inter-agency coordinated humanitarian and resilience responses to the diverse impacts of the Syria crisis. Now in its tenth year, the armed conflict in Syria has resulted in humanitarian and development consequences well beyond Syrian borders. Over 5.5 million Syrians have taken refuge in neighboring countries, including Lebanon, Jordan, Turkey, Iraq and Egypt. As of 31 March 2021, 665,404 Syrian refugees are registered with UNHCR in Jordan – 81% of which live outside camps. Jordan also hosts 88,673 refugees from other countries than Syria, including Iraq, Yemen, Sudan and Somalia.

In Jordan, the protracted nature of the Syria crisis has taken a toll on refugees and host communities alike, depleting personal savings and assets, straining local service provision and exacerbating vulnerabilities.

While Syrian refugees and refugees of other nationalities continue to require access to international protection and asylum, they also face a range of interlinked protection risks in host countries. The socio-economic consequences of the COVID-19 pandemic have further exacerbated pre-existing protection risks and increased vulnerabilities, especially for women and girls, older persons and persons living with disabilities.

Gender-based violence (GBV) is one of the most widespread human rights abuses in the world, affecting individuals everywhere. Humanitarian crises and situations of fragility can exacerbate risks and exposure to different forms of GBV. In Jordan, protracted displacement compounded by the socio-economic impacts of the COVID-19 pandemic has increased GBV risks and exposure for women and girls, who comprise half of the registered Syrian refugee population in the country.

Globally, there has been an alarming increase in multiple forms of GBV against women and girls, especially physical, psychological/emotional, sexual and economic forms of domestic violence fueled by household economics, food insecurity and confined living conditions due to lockdowns and movement restrictions to curb the spread of COVID-19.

Since 2020, the inter-agency Protection and Sexual and Gender-Based Violence (SGBV) Working Groups in Jordan have consistently highlighted cash assistance for GBV survivors as a gap to be addressed in order to better prevent, mitigate and respond to GBV risks and incidents and achieve protection outcomes.

IOM’s overall vision is that crisis-affected persons live free from GBV. IOM has developed an Institutional Framework for Addressing GBV in Crises (GBViC Framework), which aims to safeguard the dignity and well-being of all crisis-affected persons, especially women and girls, and ensure that equitable access to services is prioritized, integrated and coordinated across all IOM crisis operations.

Under the direct supervision of the Project Officer and overall supervision of the Programme Manager, the successful candidate will be responsible for assisting the implementation of ongoing protection and GBV activities and the development of new protection interventions.

Core Functions / Responsibilities:**

Purpose and objective:

The main objective of this assignment is to provide technical and organizational support to IOM’s ongoing and upcoming protection and GBV interventions in line with programmatic priorities identified by the Refugee Response Unit, including but not limited to supporting with emergency cash for protection activities and the development of a pilot case-management response to be integrated in IOM’s cash assistance activities.

IOM Jordan is seeking to hire a National Consultant with extensive knowledge on protection and GBV as well as practical experience in designing and/or providing case-management responses for protection or GBV in humanitarian and protracted crises.

Scope and focus:

Under the direct supervision of the Project Officer, the consultant will be responsible for:

  1. Supporting the development of a pilot case-management response to be integrated in IOM’s cash assistance activities, including designing relevant case-management tools such as Standard Operating Procedures (SOPs), service mapping, needs assessment forms, case planning forms, database/information management system of cases supported with case-management, etc.
  2. Supporting emergency cash for protection activities as required, including pre-assessing referrals of GBV cases against IOM’s eligibility criteria and relevant guidance documents.
  3. Ensuring follow-up with GBV survivors in a safe and timely manner by conducting post-distribution monitoring (PDM) interviews and potentially key informant interviews (KIIs) and/or focus group discussions (FGDs) and compiling collected data in a systematic and consistent manner to facilitate analysis.
  4. Supporting with the development of a case-study on IOM’s emergency cash for protection activities.

  5. Contributing to improve the Refugee Response Unit’s accountability to affected persons (AAP) services, including helpline and other complaint and feedback mechanisms.

  6. Contributing to strengthen the internal capacity of the Refugee Response Unit in terms of case-management for protection and GBV as well as supporting with external capacity-building activities for partners.

  7. Assisting with other protection and GBV related tasks, as needed.

Tangible and measurable outputs of the work assignment:

  1. Relevant tools for case-management response are developed.

  2. Cases referred to IOM for emergency cash for protection are pre-assessed in a timely manner.

  3. Post-distribution monitoring (PDM) interviews of GBV survivors supported by IOM with emergency cash for protection are completed, and relevant data is compiled in a systematic and consistent manner.

  4. Internal capacity-building on case-management for protection and GBV is ensured by providing a training on case-management to relevant colleagues and partners.

The detailed work plan, delivery dates and format of deliverables will be confirmed directly with the successful candidate.

· Satisfactory completion of tasks indicated in this ToR.

*Required Qualifications and Experience**

Education & Experience**

Education:

· Master’s degree in development studies, political sciences, social sciences, gender studies or other relevant field from an accredited academic institution with 5 years of relevant professional experience; or

· University degree in the above fields with 7 years of relevant professional experience.

Experience:

· Extensive experience working on protection and GBV programming, including in direct contact with GBV survivors in an emergency or protracted setting.

· Experience in designing and/or providing case-management responses for protection and GBV, including conducting individual assessment to identify specific protection needs as well as planning, implementing and following up on tailored action plans to achieve protection outcomes.

· Knowledge of existing referral pathways available in Jordan and understanding of key principles applying to safe referrals processes.

· Experience providing technical guidance, capacity building and/or mentoring on protection and GBV principles and approaches, including integrating accountability to affected populations (AAP) across programmatic interventions.

· Demonstrated understanding of critical issues around protection and GBV data and knowledge of safe, confidential and ethical data collection and analysis.

· Extensive computer skills (MS Word, Excel and Power Point).

· Familiarity with the Syria refugee crisis and understanding of issues related to refugees and their host communities in Jordan.

Languages:

English – fluent; working level of Arabic is a strong advantage.
