General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

GOAL has two projects (ECHO funded LINK and PRM funded GREEN) in Turkey, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labour. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.

Job purpose:

The Investigation Team forms a key part of GOAL’s fraud mitigation, safeguarding and accountability frameworks, it is established to increase GOAL’s capacity to proactively deter, detect and investigate fraud and wrongdoing GOAL’s as well to strengthen applying GOAL policies and adhere to donor regulations. Working closely with all Departments, the Investigation Team will carry out the tasks as outlined in the investigation plan; collect information and evidence, conduct interviews with parties concerned, and prepare a preliminary investigation report including results and recommendation aiming to guide management towards a decision in a timely manner.

Duties, objectives and competencies

  • Work closely with Senior Investigation Officer (SIO) to develop and manage investigations processes, ensuring they are performed in a discreet and confidential manner and with the highest levels of efficiency and propriety through the use of investigating tools and methodologies including:

  • Conducting field enquiries (such as site visits and surveillance).

  • Contacting concerned parties to obtain records and gather information as required during the course of an investigation.

  • Conducting interviews with concerned parties involved in each case (complainant, potential witnesses and the subjects of investigations) keeping all parties safe.

  • Conducting research into the background of individuals or subject of allegation that are related to an investigation (where relevant).

  • Conducting proactive topic-based research relating to the general background of an investigation (where relevant).

  • Manage the security and storage of information, evidence and documents related to investigations.

  • Assist the SIO with the preparation of the investigation plan as needed, in strict confidentiality and managing risks in a manner that protects concerned parties of an investigation.

  • Liaise with internal and external parties including other local authorities and programme stakeholders, as necessary to ensure the effective, efficient and safe functioning of the investigation process.

  • Submit comprehensive and timely investigation reports to SIO upon finalization of any investigation or enquiry, outlining results and recommendation based on the findings.

  • Ensure recommendation are cross checked with updated standardized operation procedure, memorandum, contracts and any other relevant documents.

  • To provide final feedback to complainants and other relevant parties, if required, on the resolution of issues, and the results of investigations.

  • Undertake any other related duties as assigned from time to time by SIO.

Requirements (essential)

  • University or institute degree level qualification in – Social, Humanities, Human Rights, business administration or other relevant fields.
  • 3 years of experience in accountability or ME with NGOs / Humanitarian agencies.
  • Demonstrated ability to engage in analytical and critical thinking to assess complaints
  • Competent with MS Office package (computer skills).
  • Very good interpersonal /relationship management skills.
  • Good writing, reporting and communication skills
  • Experience using data collection tools (Kobo, Commcare)
  • Fluency in Arabic and good English language skills (spoken and written)
  • Patient, able to work under high pressure.
  • Willingness to live and work in northern Syria.
  • Ability to pay attention to details and to ensure accuracy and competence of all investigative assignments
  • Knowledge and understanding of Core Humanitarian Standards (CHS).
  • Knowledge of GOAL programmes.

Requirements (desired)

  • Knowledge of acceptable investigative practices.
  • Cultural adaptability and willingness to travel
  • Kurdish and/or Turkish language skills is a plus.
