The Role

The Senior Public Health Promoter  (Senior PHP) is a member of a multidisciplinary team  providing a strong and timely technical and strategic guidance to Oxfam WASH interventions and partners including on the design and scope of Oxfam’s responses for WASH and health outcomes, catalyzes the engagement of other actors, supports resource mobilization efforts including with the private sector and monitors the response.

Operationally, the Senior PHP Contributes to Oxfam in Kenya’s role through the Humanitarian Systems Strengthening pillar which focuses on strengthening resilience that bring together humanitarian and development priorities whilst also seeking to ensure that Oxfam in Kenya has the capacity to support localised humanitarian responses in the most effective, efficient and timely way, by providing technical support to build the capacity of partners and work with them to deliver quality programmes and sectorally through exploration and supporting scale up of innovations.  The Senior PHP plays a crucial role in coordination, planning, and monitoring of public health programmes and responses including support to the collection and use of health, nutrition and WASH access related data, design of public health programmes, capacity building of Oxfam personnel and partners, advocacy, information and communication on public health-related issues.

The purpose of the position is to: provide technical support to all the WASH programmes, both urban and rural; provide high quality administrative and project support to WASH program team; support emergency response in WASH related interventions with public health promotion components and to work with other thematic leads as part of contributing to strategic programme development & effective programme integration.

                                                                                                

What we are looking for

SKILLS, EXPERIENCE AND KNOWLEDGE:

 Essential

  • Post graduate degree in Public Health, Social Sciences, or related field.
  • 4-6 years’ experience in Public Health and WASH in Humanitarian related situations in developing countries in appropriate community health and environmental programmes.
  • Demonstrated understanding and skills in respect to design and implementation of Public Health Promotion programs in protracted emergencies.
  • Experience and understanding of community mobilisation in relation to water and sanitation activities in complex humanitarian situation and understanding of chronic and fluid humanitarian programmes.
  • Demonstrated experience of programme integration and commitment to humanitarian principles and action to crosscutting issues including gender, diversity, HIV and AIDS into public health promotion programme.
  • Assessment, analytical, planning, negotiation, oral and written reporting skills.
  • Willingness to travel at short notice, ability to work under pressure and in response to the changing needs.
  • To be familiar with and abide by the Humanitarian Core standards, Code of Conduct, the People in Aid Code, Oxfam International procedures and other regulatory codes.
  • Good knowledge and experience on working with local partner agencies with a capacity of providing formal and informal training.
  • Experience in strategic leadership of PHP programmes including assessment, program design, implementation and M&E systems.

 

Desirable

  • Strong communication skills.
  • Experience of working in Arid and Semi-Arid areas (ASALs) and low-income urban areas.
  • Flexible, adaptable, sense of humour, patience and most importantly, initiative.
  • Excellent facilitation and interpersonal skills and an ability to unite the disparate requirements of partners and programme team.
  • Analytical and problem-solving skills.
  • Ability to work under pressure often to strict deadlines.
  • Methodical and thorough.
