Deputy Executive Officer


This position is located in the Executive Office of the DGACM. A Deputy Executive Officer reports to an Executive Officer.

Responsibilities

Within delegated authority, the Deputy Executive Officer will be responsible for the following:

  • Provides policy guidance to the Directors and Chiefs of Section/Service/Division, on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures.
  • Plans and oversees the management of activities undertaken by the Units in the Executive Office under his/her responsibility; ensures that work programmes and programmed support activities are carried out in a timely fashion, coordinating diverse projects undertaken by the Executive Office, and, in liaison with other organizations and offices of the United Nations System, and DGACM duty stations in Geneva, Vienna and Nairobi.
  • Manages, supervises and carries out the work programme of the Units under his/her responsibility. Co-ordinates the work carried out by the Units; provides programmatic reviews of drafts prepared by others.
  • Provides input in the preparation of reports, programme budget implications and cost estimates for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
  • Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic and programmed support issues, as appropriate, particularly those presented in annual reports.
  • Ensures that the outputs produced by the Units maintain high-quality standards; that reports are clear, objective and based on comprehensive and accurate data. Ensures that all outputs produced by the Unit under his/her supervision meet required quality standards before completion to ensure they comply with the relevant mandates, quality standards and key performance indicators.
  • Prepares inputs for the work programme of the Executive Office, determining priorities, and allocating financial and human resources for the completion of projects, outputs and their timely delivery.
  • Carries out human resources management and administrative tasks necessary for the functioning of the Executive Office, including preparation of budgets and performance reports, workforce planning strategy and implementation plan, learning strategy and training plans, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
  • Provides policy advice and support managers in recruitment of staff taking due account geographical and gender balance and other institutional values.
  • Manages, guides, develops and trains staff under his/her supervision.
  • Represents the Organization at inter-agency meetings, working groups, task forces, etc. on issues and initiatives being launched and implemented by the organization.
  • Plans and implements delegation of authority framework for the DGACM across all four duty stations, monitors its implementation and reports on its implementation, maintains records of exceptions requested by managers holding sub-delegation of authority within the DGACM.
  • Reviews departmental requirements and arranges and certifies funds for the procurement of equipment, supplies and services, and all official travel and related claims, hospitality and other miscellaneous activities; prepares and maintains staffing tables, and certifies payroll; monitors expenditures against miscellaneous obligation documents and recommends liquidation, when requires;
  • Performs special assignments as directed, in particular projects that analyze the efficiency of resource utilization, as well as researching and developing methodologies for the establishment of unit rates needed for the preparation of conferences servicing costs included in programmed budget implications.
  • Advises managers and staff on matters with regards to the administration of justices, formal and informal conflict resolution.
  • Oversees client and donor relations management, establishes reporting framework and coordinates substantive and financial reporting to donors and clients using the services and platforms offered by the DGACM.
  • Fosters teamwork and communication among staff in the Executive Office and across organizational boundaries.
  • Performs other related duties, as required.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of 10 years of progressively responsible experience combining programme planning, administration, budget, finance and human resources management, of which a minimum of 5 years at the international level within the United Nations or other comparable international organization is required.
  • Experience in formulating and coordinating development of office level budget proposals, managing budget implementation; designing and producing complex management reports is required.
  • Experience in leading and managing cross-functional teams is required.
  • Experience in initiating and implementing change management processes and organizational reforms is desirable.
  • Experience in performance reporting, monitoring and evaluation is desirable.

Languages

Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

NOTE: ‘Fluency’ equals a rating of ‘fluent’ in all four areas (speak, read, write and understand) and ‘Knowledge of’ equals a rating of ‘confident’ in two of the four areas.

Assessment

Evaluation of qualified candidates for this position may include a substantive assessment, which will be followed by a competency-based interview.
