Position description
The incumbent recruits U.S. speakers and performing artists and implements virtual and in-person speaker and arts program in Africa to further the foreign policy goals of the United States. S/he is a Grants Officer Representative and handles Africa Regional Services (ARS) grants up to $500,000. S/he also serves as ARS’s professional exchanges, and press and media coordinator. The incumbent provides guidance to Public Affairs Sections in U.S. Embassies in Africa on press and program development including travel when needed. Position is directly supervised by the Cultural Affairs Specialist (Program Section Manager).

Qualifications
EXPERIENCE: A minimum of four years of progressively responsible experience in a media outlet, think tank, university, NGO, international organization, foreign embassy, government office or corporation is required, with responsibility for public relations, public affairs, journalism, communications, marketing, managing public relations, outreach events, press conferences, and other media interactions as significant parts of the job.
JOB KNOWLEDGE: Thorough understanding of U.S. foreign policy, government, and culture, as well as U.S. and African current events, political situations, social, economic and cultural developments. Familiarity with media practices in the U.S. Knowledge of State Department’s grant procedures and understanding of how a U.S. Embassy operates.
Education Requirements:
Bachelor’s Degree in Journalism, Communications, International Relations, Political Science, or Economics is required.

LANGUAGES (THESE WILL BE TESTED):
French: Level IV (Fluent) Speaking, Reading and Writing is required
English: Level IV (Fluent) Speaking, Reading, and Writing is required
SKILLS AND ABILITIES (THESE MAY BE TESTED): Excellent interpersonal and written and oral communication skills to interact with professionals from a wide variety of disciplines. Strong organizational and logistical skills. Intermediate computer skills and ability to use online collaborative tools including full Microsoft suite, Slack, Canva, Zoom, Google tools and willingness to learn others. Accuracy in typing and data entry.

Agency Benefits:
Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Paris may receive a compensation package that may include health, separation, and other benefits.
For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time of the conditional offer letter by the HR Office.
