The American Bar Association Rule of Law Initiative (ABA ROLI) in Nur-Sultan is seeking a Staff Attorney to oversee all activities falling under the implementation of a National Women’s Business Agendas for Central Asia (WAGE) Program and future programs in Kazakhstan. The Staff Attorney will provide technical expertise for the development of all activities under the programs goal and objectives and will report directly to the Chief of Party.
Duties and Responsibilities:
· Lead technical oversight, partner coordination, and implementation of activities under a designated program objective;
· Develop analysis, recommendations, and research regarding draft or enacted legislation;
· Work directly with technical experts to design baseline assessments, workshops, trainings, round tables, study tours, etc.;
· Prepare and organize meetings with partner organizations;
· Contribute to drafting of annual work plans;
· Collect and analyze program monitoring data and evaluation;
· Draft progress reports;
· Maintain professional relationships with international and donor organizations in the country to avoid duplicating activities and ensure effective cooperation;
· Support Chief of Party in conducting program outreach and communication;
· Participate in program-related meetings and events with beneficiaries as an official ABA
· ROLI representative.
Skill and Educational Requirements
● Law degree from an accredited Kazakhstan law school/university, Master’s degree preferred;
● At least 5 years of direct legal experience working as a lawyer or similar capacity;
● At least 3-5 years of experience working with U.S. Government funded programs; understanding of U.S. Government compliance requirements;
● At least 2 years of supervisory experience;
● Experience with analyzing legislation, including draft legislative recommendations;
● Direct experience working with CSOs, government and other interests;
● Experience planning and coordinating training events, developing resource materials;
● Fluent in English and Russian, Kazakh is a plus.
