One of the key elements of the foreign trade support system in many countries are export credit agencies (ECA). Their main task is to provide financial protection against business and political risks in foreign countries in order to facilitate the conclusion and execution of export contracts with foreign buyers, as well as to comply with the interests of national companies making direct investments abroad.
The lack of financial institutions specialized in export support in the Kyrgyz Republic negatively affects the level of competitiveness of domestic producers and exporters in the world market. Taking into account the whole range of factors that determine the state and prospects of Kyrgyzstan’s exports, the creation of a national ECA is a preeminent urgency.
To this end, the POiB intends to provide analytical and expert support to the Ministry of Economy and Finance of the Kyrgyz Republic to study the current situation in the country and abroad. This assignment foresees assessing risks and opportunities stemming from the introduction of an export insurance system, the creation of a national institute of insurance support for exports, including the legislative framework in terms of separate regulation of export insurance activities.

| Tasks and Responsibilities |

- Prepare an analytical note “International experience of organizing export insurance on the example of foreign countries” with recommendations on export insurance policy on the example of EXIAR and other companies.
- Prepare an analytical note with detailed recommendations on the possible risks of insurance.
- Conduct a survey among exporters to study the demand for insurance products and prepare an analytical note on the results of the survey
- Analyse the legal framework regulating this area in the Kyrgyz Republic, the experience of other countries for preparing recommendations for creating a favourable legal framework, taking into account international experience, in terms of separate regulation of export insurance activities. Prepare an analytical note with detailed recommendations on the necessary changes to the legislative framework of the Kyrgyz Republic.
- Assess the feasibility and prepare the business case for establishing an insurance institution to improve export support mechanisms in the Kyrgyz Republic and create favourable conditions for exports

| Necessary Qualifications |
|

|
- University degree in economics, finance, banking law, actuarial science;
- Minimum five years of work experience in the area of international trade;
- Previous experience in trade finance, in a public or private financial institution, possibly in the development of financial instruments;
- Experience in conducting comparative studies, preparing reports and policy recommendations is strongly desirable;
- Fluency in Russian and professional command of English language.

Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
