The Role
We are looking for an EFSVL Officer who will support the implementation of the cash-based and in-kind interventions, livelihoods, and income-generating projects. The jobholder will work closely with the EFSVL Team Leader and other field staff and partners’ staff to ensure timely, quality, and accountable implementation of EFSVL interventions.
What we are looking for
The EFSVL Officer position will require to be an exceptional, dedicated, and highly motivated professional, with a strong commitment to Oxfam’s values and beliefs with the following qualification and competencies:
- BSc Degree from a recognized university/college in Agriculture, Agroeconomics, Rural Development, Economics, with relevant experience or any other areas that can bring an added value to the post.
- Minimum of 5+ years of experience with excellent understanding & proven / progressive experience (of planning/designing and managing EFSVL interventions in pastoral & agro-pastoralist livelihoods as well as urban and semi-urban context
- Strong previous experience in working with partners and partner capacity building skills
- Demonstrable experience of working livelihoods and income-generating activities support interventions (cash transfer, in-kind, and other voucher-based interventions) including use of the ICT equipment and tracking and monitoring programmes (e.g. LMMS, Mobenzi, Red Rose)
- Good understanding of cash transfer modalities and mechanisms with a knowledge of their development and specificities.
- Good understanding of the sustainable livelihoods approach and related issues
- Experience in market analysis; with the capacity to conduct a market assessment survey, FGDs & KII
- Experience in conflict-sensitive programming and the ability to influence and support partners in appreciating the importance of financial standards, procedures, and controls.
- Demonstrated collaborative approach including working with Government officials with good negotiation skills, diplomacy, and tact
- Coordination skills with diverse audiences.
- Well-developed interpersonal and team skills and proven ability to be flexible in a demanding situation
- Excellent command over written and spoken English mandatory and local language an advantage.
- Willingness to travel at short notice, often in difficult circumstances
- Experience in cash-based and in-kind EFSVL interventions with ICT knowledge highly desirable
