Project Description:

The African Programming and Research Initiative to End Slavery (APRIES) at the University of Georgia in the US is seeking a consultant to conduct monitoring and evaluation of a 1-year anti-trafficking implementation project in Guinea. APRIES manages a grant from the U.S. Office to Monitor and Combat Trafficking in Persons to estimate and measurably reduce the prevalence of child trafficking in the Boké and Mamou regions of Guinea.

The implementation project’s objectives are to provide protection services to child trafficking survivors and ensure the sustainable reintegration of these survivors. The target populations are child trafficking survivors (under 18 years old) and the actors involved in child protection at the community, prefecture, and regional levels in Boké and Mamou. During its one-year pilot, the program aims to serve 65 child survivors at a transit center in Boké and 35 child survivors at a transit center in Mamou. Direct protection services to child survivors include identification, accommodations (shelter, food, clothing, and medical care), psychosocial support, and mediation counseling. Reintegration support services include identification of participants’ life projects, negotiation with key actors, and follow-up contact.

APRIES seeks an external evaluator to conduct mid-line and end-line evaluations of the project. The evaluator will draw upon the goals and objectives of the implementing partner to develop evaluation protocols. In addition, we expect the evaluator to incorporate child trafficking survivors who have received services from the implementing partner into the evaluation process.

Deliverables:

A. Produce a protocol that outlines the evaluation objectives and plans for the collection, analyses, and reporting of mid-line evaluation data.

B. Produce a protocol that outlines the evaluation objectives and plans for the collection, analyses, and reporting of end-line evaluation data.

C. Conduct a mid-line evaluation of the project.

D. Conduct a final program evaluation of the project.

These activities will take place in collaboration with APRIES. In addition to being an M&E specialist, the consultant should be fluent in French and highly experienced working in West Africa. Prior experience with human trafficking subject matter is desired.

Location: The evaluation is to be conducted in the Boké and Mamou regions of Guinea. Otherwise, the work is remote.

Length of Consultancy: The consultancy begins in September 2021 and ends in September 2022. However, this timeline may change due to external contingencies.

Required Qualifications:

Master’s or doctoral degree in program evaluation or related field.

At least 5 years of experience in monitoring and evaluation.

French and English fluency (written and spoken).

Preferred Qualifications:

Experience working in Guinea or in West Africa.

Experience with human trafficking subject matter.
