Building up from the previous country programmes, UNICEF is supporting the government of Indonesia to implement pilot programmes on strengthening adolescents and communities to prevent child marriage, undertaken in several districts in South Sulawesi, East Java and West Nusa Tenggara provinces. UNICEF is also working closely with the Ministry/Agency of National Development Planning (KemenPPN/BAPPENAS) and Ministry of Women Empowerment and Child Protection (MOWECP), other development partners (UNFPA, AIPJ), Civil Society Organizations (CSOs) and adolescent-led groups to rollout the National Strategy on Elimination of Child Marriage. To change social norms and reduce violence in education settings and at home, UNICEF and CSO partners have implemented ROOTS, Positive Discipline approach as well parenting programme. ROOTS and Positive Discipline interventions have now been rolled out in Islamic boarding schools (pesantren). The whole-school approach on bullying prevention used in ROOT has also been scale up with funding from local government and from the Ministry of Education and Culture (MOEC). UNICEF is advocating for the replication of comprehensive parenting programme based on the model implemented in Aceh to the National Agency on Population and Family Planning (Badan Kependudukan dan Keluarga Berencana, BKKBN). UNICEF will also engage with MOEC, CSOs, business sector, social media influencers to organize “Kindness Campaigns” to raise awareness and change social norms to prevent bullying.
To continue supporting the national and sub-national government, UNICEF is seeking for a consultant to manage social norm interventions and providing technical support to the national government (BAPPENAS, MOWECP, MOEC, BKKBN, Ministry of Religious Affairs/MORA). The consultant will be based in Jakarta Office, working as a member of Child Protection team and support Child Protection Specialists/Officers at sub-national levels.
How can you make a difference?
The consultant will work closely with the Jakarta Child Protection Team under the supervision of the Child Protection Specialist (Enabling Environment) and the Child Protection team in the Field Offices to provide technical expertise in social norms aspects of the Child Protection Programme. Focus of the assignment will be on ending child marriage, promoting good parenting practices and bullying prevention.
Scope of Work and Expected outputs:
- Provide technical support (including inputs to research and capacity building activities) to UNICEF Child Protection on advocacy to promoting positive social norms, ending child marriage, good parenting practices and bullying prevention at national and sub-national level. Output: Strategy brief on UNICEF’s advocacy approach to child protection social norms change
- Prepare/draft briefing note for meeting/events as required. Output: Briefing note on meetings and events attended.
- Support the implementation of Kindness Leadership Campaign and the development of follow up actions. Output: Activity report, outlining preparatory work and follow up actions.
- Participate in regular and theme-specific Child Protection team meetings as well as relevant office meetings and engage with other clusters to advocate and contribute to discussions related to social norms, including on gender. Output: Minutes of meetings highlighting follow up actions for UNICEF Child Protection Team
- Review and development guidelines on the implementation and rollout of the National Strategy on Elimination of Child Marriage and community-based child marriage prevention models, ROOTS, positive discipline, and parenting programme. Output: Final report, including good practices and lessons learned on UNICEF’s social norms strategy and interventions
- Provide technical support (including inputs to research and capacity building activities) to UNICEF Child Protection on advocacy to promoting positive social norms, ending child marriage, good parenting practices and bullying prevention at national and sub-national level. Output: Strategy brief on UNICEF’s advocacy approach to child protection social norms change.
To qualify as an advocate for every child you will have…
- Bachelor’s degree in social sciences (anthropology/sociology/psychology), social welfare, development studies, or other related fields
- At least 5 years of progressive experience in the field of child rights, child protection (violence against children, bullying, life skills, adolescent empowerment, or menstrual hygiene management a plus)
- Previous experience working within specific issues related to child marriage, bullying prevention, social norms considered as an asset
- A solid understanding of UNICEF’s core areas of work is required. Experience with UNICEF/UN is highly valued and will be considered an asset
- Demonstrated project management experience; ability to work independently and with a variety of stakeholders
- Ability to provide guidance and training to enhance capacity of government staff
- Strong quantitative and qualitative research skills
- Strong analytical and writing skills in English
- Fluency in English, Bahasa Indonesia.
