Overview
Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 68 members, 49 of which are from the Asia and Pacific region. The Independent Evaluation Department (IED) independently and systematically evaluates ADB policies, strategies, operations, and special concerns that relate to organizational and operational effectiveness. The position is assigned in the Thematic and Country Division (IETC) within the IED.
IETC provides evaluation feedback on performance and generates and disseminates evaluation lessons. It is primarily responsible for corporate (policy, strategy, and organizational effectiveness) and thematic evaluations, country evaluations and validations, and sector evaluations in program areas covered by the division, e.g., economic and social development (governance, public sector management, education and health sectors, social protection initiatives). IETC also conducts evaluations and validations of projects, programs, and technical assistance (TA), in the program areas of governance and public management, and social development.

Job Purpose
The Senior Evaluation Specialist will lead the validation teams, conduct, and/or contribute to country evaluations and validations, corporate, and thematic evaluations, and other evaluation activities in line with the department’s work program and protocols. The incumbent will generally focus on learning and accountability from country and regional operations, including sovereign loan and grant processing and administration.
S/he will act as an international development specialist with a focus on public sector management, social development, and public policy more generally. S/he will lead evaluation teams in preparing evaluation approach papers and managing their implementation and delivery. S/he will be expected to cover a range of development topics including, for example, governance, macroeconomic policy frameworks, and public policy and public administration initiatives that are sector or project related. S/he will also be expected to cover broader issues such as procurement, capacity development, humanitarian assistance, and other international development issues when evaluations of these topics arise.
The incumbent will report to Director, IETC, and will supervise some National and Administrative staff.
Responsibilities
- Prepares and/or contributes to high-level evaluations which on an annual basis could include any of the following: (i) country assistance program evaluations; (ii) cross cutting evaluations (corporate, sector-wide, and thematic), with focus on public sector management (PSM) operations; and (iii) Annual Evaluation Review report including theme topics related to, but not limited to, the PSM sector;
- Prepares and/or contributes to systematic reviews, synthesis papers, working papers, topical papers and other evaluation products, with focus on PSM operations, that are thematic or corporate-related;
- Prepares project/program performance evaluation reports and technical assistance (TA) performance evaluation reports related to, but not limited to, the PSM sector;
- Prepares and/or contributes to validations of country partnership strategy final reviews;
- Prepares validations of project/program and TA completion reports related to, but not limited to, the PSM sector, and/or contributes to the quality assurance of validations of self-evaluation reports on ADB operations;
- Provides comments on draft evaluation reports and on draft ADB operational documents according to his/her skills and specialization;
- Disseminates evaluation findings and promotes learning from evaluations in ADB, development partners and developing member countries; and
- Performs other tasks as assigned by Division Director or duties that may be assigned as reflected in the incumbent’s work plan.
Qualifications
Relevant Experience & Requirements
- Master’s Degree, or equivalent, in economics, public policy, and public administration, finance, business administration, development studies, or related social science fields. University degree in similar fields and at least 5 years specialized experience in international development organizations, may be considered in lieu of a Master’s degree;
- At least 10 years of relevant operational experience (including policy and technical dialogue) in the corporate, country, sector, and thematic development work; minimum of 5 years of experience in development monitoring and evaluation (including project-level) in developing countries; and at least 5 years of experience in the Asia-Pacific region;
- Significant expertise within a specific area or breadth across multiple areas with knowledge, preferably in one or more of the following areas, macroeconomic policy, public policy and public administration, public expenditure and fiscal management, decentralization, reforms of state-owned enterprises, and law and judiciary, in a multilateral or bilateral development setting. Familiarity with and understanding of general budget support would be an advantage;
- Ability to conceptualize and evaluate complex development issues and problems and to carry out effective communication and dialogue on these topics, working with ADB staff at different levels of authority throughout the organization;
- Aptitude towards applied research and preparing evaluations; conducting at the corporate, country, sector and thematic level analysis including operational, economic, social and technical aspects institutional and policy analysis and reforms, macroeconomics, economic and financial analysis;
- Demonstrated knowledge and expertise with development strategy, policy and practices, country and regional operations, and sovereign loan and grant processing and administration in multilateral and bilateral development institutions;
- Excellent oral and demonstrated written communication skills in English;
- Demonstrated ability to perform effectively as a team leader, exercising supervision, coordination, and planning responsibilities over the multi-disciplinary unit; coach or mentor team members;
- Ability to share relevant knowledge to benefit the broader ADB community;
- Ability to conceptualize and evaluate complex development issues and problems, and to carry out effective communication and dialogue on these topics; and

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
