Position description
Winrock International is recruiting applicants for the position of Senior Program Associate, Counter-Trafficking in Persons for its Human Rights, Empowerment and Education (HREE) Unit. The HREE Unit houses Winrock’s diverse portfolio of programs to combat human trafficking and gender-based violence in South Asia, Southeast Asia, Central Asia, and the Caribbean. This position requires occasional international travel.
The Senior Program Associate provides technical, operational, and administrative support for projects within Winrock’s portfolio, specifically for programs related human trafficking, civil society strengthening, gender and social inclusion, and gender-based violence. The Senior Program Associate works closely with field-based staff, assuming responsibility for specific home office tasks as delegated by the Senior Program Officer or Program Officer.
The candidate is also expected to play an active role in new business/proposal development efforts, contributing to the proposal development process as needed and expanding Winrock’s funding and partnership opportunities. The Senior Program Associate works across the unit to promote the standardization, dissemination and staff training on effective project management practices and procedures.
This role may be remote within the US.
MAJOR RESPONSIBILITIES:
- Support home office management and administrative oversight of international projects, including contracts, cooperative agreements and grants
- Work with designated field staff to provide training on specific topics for onboarding and orientation
- Serve as a coach and mentor to incoming Program Associates and other home office staff, providing training on and promoting standardization of Winrock’s systems and procedures
- Provide direct supervision of interns as requested
- Review Field Office Vouchers and Wire Requests and provide feedback to Senior Program Officer/Program Officer and field staff
- Draft subawards and procurement documents, as needed, and shepherd them through SDA approvals
- Support the preparation of project deliverables, including writing, editing, formatting, and producing
- Ensure home office electronic program files are well organized, complete and accessible
- Track budgets, obligations, and subawards, and flag issues for field and home office manager
- Liaise with home office support units to provide solutions and guidance to field. Support the documentation of standard operating procedures for wider sharing as directed.
- Travel to the field to conduct training, oversight, monitoring, and relationship building
- Serve major and minor roles on proposals and program development, working with multi-disciplinary teams from the programs, new business, and cost and pricing units
- Develop and maintain close communications with host country organizations, field personnel, and subawardees to strengthen strategic partnership networks and monitor program implementation, outcomes and compliance with donor regulations
- Develop, share, and provide training on project tracking tools for use by other HREE staff and projects, as requested
- Represent Winrock at external events, nationally and internationally
- Represent PAs at HREE management team meetings as assigned, as well as HREE more broadly on Winrock wide initiatives, as requested
Qualifications
Education: Bachelor’s degree in education, international development, or related field. Master’s degree preferred.
Experience: Minimum four years’ experience in international development, especially in home office management, financial oversight, and compliance for US government-funded projects; demonstrated success in supporting new business efforts related to cost or technical volumes, especially with USAID and US Department of Labor; experience training field staff and coaching and mentoring junior staff; field experience preferred; demonstrated experience with education, child labor, youth programming or gender preferred.
Skills:
- Adept at project planning, budgeting, management, and financial analysis
- Demonstrated skills in project management to achieve targets within scope, budget, and on time; certification in PMD Pro a plus
- Ability to demonstrate the highest level of ethical standards at all times
- Proficiency in software supported by Winrock (MS Word, Excel and PowerPoint)
- Excellent written and oral communication skills for project management, donor and partner relations, and new business development
- Ability to meet deadlines and manage multiple tasks, and work under pressure while ensuring quality
- Ability to collaborate effectively with colleagues
- Fluent English is required and professional competency in at least one of the following languages: French, Portuguese, or Spanish
- Willingness to travel
