Introduction:

Tdh-Foundation (Tdh) has been present in Kenya since 2011. In 2020, Tdh implements child protection programmes in Dadaab refugee camps and in Nairobi urban informal settlements.

Tdh as an organisation is currently developing a new strategic plan for 2021-2024 with which Kenya programmes should align. Tdh would like to explore the context, assess risks and opportunities which need to be factored into the new strategic plan for the delegation in Kenya.

Purpose:

The purpose of the consultancy is to support the strategic planning process for Kenya ensuring effective participation from field and head office staff through adequate online collaboration due to the COVID-19 context.

Methodology:

1 – Desk review and situation analysis :

  • Inception meeting with key stakeholders including Kenya SMT and region/head office staff from the Africa portfolio and Programmes & Expertise department.

  • Desk review: geopolitical and socioeconomic context, situational analysis on children and youth issues, funding environment.

  • Key Informant Interviews (6) with stakeholders identified with Tdh in Kenya.

TdH Kenya team will support the data collection process based on key indicators identified for each priority programme (health, migration and justice) in conjunction with the Programmes and Expertise department in HQ.

2 – Strategy development online workshop :

  • Formulation of facilitation plan and workshop materials.

  • Facilitate strategy development online workshop:

* Participants: Tdh Kenya management team from both coordination and field offices (10 to 12 persons) and Tdh region/head office staff (6 to 10 persons)

* 5 to 7 days of workshop with 2 two-to-three hours sessions each focus on the:

  • Situation analysis: Tdh 2021-2024 strategy, context analysis (geo-political and socio-economic trends), stakeholders analysis, funding environment, Tdh in the country, reflection about the nexus approach and about the regional level.

  • For each of Tdh priority programmes (Migration, Health, Justice): Tdh programmatic approach, situation analysis in Kenya, identification of programme development opportunities.

  • Definition of Tdh Kenya vision for 2024

  • Identification of barriers and assets supporting the realisation of the vision

  • Setting the strategic directions: operationalisation of the practical vision by building courses of action. Objective is to enable the team to create clearly focused yet innovative and empowering strategies that set the course for delegation. Strategic directions will give consistency to the different strategies across the delegation, whether related to programmes, support services, partnerships, etc. and pave the way to multi-year planning (focused implementation).

  • Defining the focus and priorities for implementation: implementation planning with first-year accomplishments and first-year timeline and assignments.

3 – Strategy orientation and documentation :

  • Draft Tdh Kenya Strategic Plan based on the desk review and the workshop.
  • Incorporate feedback from Tdh Kenya and office team.

Deliverables:

  • Context and situation analysis presentation

  • Workshop facilitation plan and materials for all workshop sessions

  • Strategic Plan 2021-2024 documenting and reflecting the workshop discussions and decisions, covering the vision, the programmatic priorities, the strategic directions defined and a phased one-year implementation plan.

Timeline:

  • Preparation between the 7th and the 18th of June

  • Workshop (5 to 7 days) between the 21st of June and the 2nd of July

  • First draft of the Strategic Plan on the 9th of July

  • Second draft of the Strategic Plan on the 28th of July

Profile:

  • Experience: Five years of strategic planning with INGO, part of it through online facilitation.

  • Experience in context analysis and child protection programming.

  • Academic background: Social sciences, political science, African studies, research, child protection.

  • Knowledge: Child protection systems and programming, East-African context.

  • Skills: Excellent writing skills, analytical skills, interpersonal skills

  • Personal competencies: Empowering and building trust, flexible and creative.

  • The consultancy opportunity will be published until the 1st of June 2021 and candidates will be interviewed on the 3rd of June. It is expected that a consultancy agreement will be signed between the 4th of June in order to start on the 7th of June.
