Description of Office:  The Office of Administrative Management Services (DDI/AMS) manages the core staffing and administrative operations functions of the Bureau.  AMS advises senior Bureau management in strategic planning and workforce-management and identifies opportunities to gain efficiencies and improve operations.  The Office manages all hiring and personnel actions for both Direct and non Direct hire employees.  AMS also manages the annual performance management processes across the hiring mechanisms; serves as the direct liaison with HCTM, M Bureau and Security, and other USG agencies and contractors to ensure timely implementation of personnel actions; coordinates the preparation of training plans and provides oversight on their implementation; provides support and guidance to foreign service and civil service entry level hires and other newcomers to include training, mentoring, and placement; and manages the Bureau awards programs.

Description of Position:  The incumbents will work on a variety of non-personnel management and operations related duties including: 

  • Managing contracts and agreements as a COR/AOR.
  • Managing the provision of equipment/property and office operational services necessary to support the organization.
  • Serving as a Bureau purchase-card holder.
  • Researching, liaising with Agency service providers and developing Bureau standard operating procedures (SOPs) for logistics and operations activities.
  • Tracking, analyzing and maintaining a wide range of financial management instruments pertaining to budget obligations and expenditures, financial projections, and interagency and multi-year funding sources.  
  • Planning and coordinating administrative aspects of office moves, and other facility improvements that require extensive coordination of property, services, and facilities.
  • The incumbent will also support the AMS Team by leading efforts for AMS Quarterly Management Reviews and Annual Portfolio Reviews.

Qualifications Required:

  • Must be a U.S. citizen.
  • Must be able to obtain and maintain a Secret level security clearance.
  • Must have one year of specialized experience equivalent to the next lower grade level [FSL-04] of this position.

Examples of specialized experience include: 

  • Budget Management.
  • Ability to provide administrative and management advice regarding organizational structures.
  • Space and facilities management.
  • Human resources management and workforce planning.
  • Office operations systems and automation.
