Background & Rationale

The United Nations Children Fund (UNICEF) is present within 10 offices across Brazil. Human Resources unit is part of the Operations Section of UNICEF Brazil located in in the capital Brasilia as well as other units, such as Administration & Finance, Procurement and Information, Communication and Telecommunication.

UNICEF is implementing its 2017-2021 Country Programme in Brazil. The current programme has equity as its guiding principle and aims to support Brazil in the realization of rights for the most excluded children. Through integrated programmes, UNICEF expects to bring about more innovative, sustained and integral change in support of children’s rights. The proposed programme consists of four components: (a) enhanced policies for excluded children; (b) quality social policies for vulnerable children; (c) prevention of and response to extreme forms of violence; and (d) engaged citizenry and participation.

The ambitious programme has important human resources components. This assignment will contribute to the Operations/Human Resources functions and strengthen its capacity to timely provide quality services to the needs of all sections and offices.

Purpose

Under the guidance and supervision of the Human Resources Manager, the HR individual contractor provides support to the Human Resources team with the contract administration of personnel hired under Consultancies and Internship contract modality, support in performance management and diversity actions.

Expected results: (measurable results)

  1. Responsible for the recruitment of consultancies and internship, including:
  • Coordinate the full cycle of the selection process for consultancies and internships which includes the revision of term of references, creation of the position, advertise vacancies, screen applications, liaise and guide hiring manager with the testing and interview phases, guarantee the process is correctly documented and approved by all parties.
  • Deal with all the administrative part of the consultancies contract
  • Prepare and follow the onboarding process of consultancies and interns by giving initial instructions and guidance for the adequate adaptation to UNICEF.
  • Update monitoring table and status of contracts making follow-ups and alerting the need of contract extensions within the established time frame.
  • Monitor and deal with the contract extension process, documentation, and approvals in a timely manner.
  • Provide advice to internal clients on the appropriate procedures and guidelines ensuring consistency of the consultancy and internship processes.
  • Deal with the offboarding of consultancies and internship
  • Support the supervisor in the revision of the consultancy and internship SOP (Standard Operational Procedures), whenever necessary, to identify coherence to the global guideline, efficiency and opportunities to streamline and simplify the process.
  1. Diversity actions
  • Support the Human Resources Manager in the discussions, brainstorming and implementation of the diversity activities within Brazil country office.
  • Participate in global and local diversity task forces, supporting the supervisor in drafting communications, actions directed to the Human Resources area and related issues.
  • Support the implementation of all actions related to consultancies
  1. Performance Management
  • Support the supervisor with the performance management cycle for all contract modalities by drafting messages and communications to be shared with all staff.
  • Assist with the monitoring and follow-ups of completion of performance reports and individual development plans by personnel.
  • Support the monitoring of the different stages of performance management.
  • Assist with specific webinar sessions on performance management whenever requested.
  • Support the Human Resources Manager with any other related reports and data related to the performance management process.

Monthly deliverables:

  • Timely consultancies process handled, respecting KPI (Key Performance Indicators) for each step of the process
  • Administration of the consultancies, contract created and renewed within KPI
  • Weekly updated consultancies and internship monitoring table
  • Monthly report on performance management monitoring
  • Monthly update on diversity actions
  • Compliance with deadlines, even within tight timeframes.

Deadline: end of each month 

Amount: R$ 13,150.00 (first month pro-rated based on days worked)

  • Effectively, efficiently and timely conduct of the consultancies and internship selection processes.

  • Adequate and timely monitoring of activities and update in the monitoring tables.
  • Provide reliable and correct reports whenever requested.

Key competences, technical background, and experience required Deadline

  • Completion of university degree in Human Resources, Business Administration, Psychology or related areas;
  • Minimum two years of Human resources experience
  • Experience in HR administrative process and selection process.
  • Experience in Human Resources as business partner is desirable.
  • Experience with Human Resources activities within the UN system is highly desirable.
  • Solid professional communication and writing skills
  • Good interpersonal skills;
  • Good planning and organizing skills;
  • Sound level of judgment and decision making within parameters agreed with supervisor
  • Ability to follow processes in an independent manner.
  • Fluency in Portuguese and advanced knowledge of English specially in writing and reading.

General Conditions: Procedures and Logistics 

  • UNICEF will provide the individual contractor all required core equipment and material for fulfilling his duty, including computer 
  • Expenses related to travels, if any, will be covered by UNICEF and paid to the Individual contractor as per UNICEF travel rules and regulations. 
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or individual Contractor 
  • Consultants / ICs will not have supervisory responsibilities or authority on UNICEF budget.  

Insurance and health coverage 

  • The contractor is fully responsible for arranging, at his or her own expenses, such life, health and other forms of insurance covering the term of the contract as he or she considers appropriate. 
  • The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.   

Payment of fee (individual contractor) 

  • The payment will be based on submission of agreed deliverables. 
  • UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant. 

Restrictions 

  • Consultants and individual contractors may not receive training at the expense of UNICEF.  Notwithstanding, consultants and individual contracts must complete the applicable mandatory trainings.  
  • In case of government officials, the contract cannot be issued without prior written clearance by the Government​, or unless on leave without pay.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
