Job Purpose and Organizational Context

The Gender Team is part of the Bureau for Policy and Programme Support (BPPS) which provides policy advice and technical support to all of UNDP’s operations. It is at the forefront of UNDP’s commitment to gender equality and women’s empowerment. The Team works to implement gender equality as a core objective of UNDP through a two-pronged approach (i) mainstreaming gender in all core practices; and, (ii) dedicated interventions that empower women and promote gender equality.
The Gender Equality Seal is a corporate quality assurance mechanism that measures and certifies the achievements and competence of Country Offices in advancing women’s rights and gender equality. The Gender Equality Seal has three levels of certification (Gold, Silver, and Bronze) and Country Offices are awarded a certain level of certification according to their gender equality accomplishments. The gender equality seal strengthens accountability for gender equality results in the organization. After three certifications rounds, UNDP aims to scale up the participation of UNDP offices and units in the period 2022 to 2025.
The Gender Team is looking for a specialist to coordinate the Gender Equality Seal initiative and scale up and adapt the programme to an increased demand during the 2021-2022 cycle. The programme coordinator will lead the implementation of the gender seal certification round 2021-2022, and the design and pilot of the Gender Seal for HQ and regional bureau teams and units. The Specialist will also provide technical expertise in ensuring integration of gender dimension into corporate processes and in particular in the area of financing for gender equality including the gender marker tracking system. The specialist will coordinate and adapt the Seal to the new context of UNDP’s Strategic Plan and Gender Equality Strategy; and will manage the 2021/2022 Gender Equality Seal Certification Round.
The Programe coordinator will provide critical support to the BPPS/Gender Team under the direct supervision of the Head of Gender in BPPS.
Duties and Responsibilities
1) Lead and Management of the Gender Seal 2021-22 certification for UNDP
Lead and Management of the Gender Seal 2021-22 certification for UNDP
Design, track and implement the annual workplan of the project; follow up of the budget; carry out recruitments; and management of the programme.
Establish and oversee arrangements for the team and ensure optimal capacities are in place.
Ensure in-house coordination with all UNDP bureau involved in particular, Regional Bureaus, Crisis Bureau and Office for Human Resources.
Maintain the public profile of the programme and establish new partnerships.
Lead resource mobilization including preparation of proposals, and briefings and presentations for donors.
Represent the programme in global forums.
2) Coordination and oversight of the programmatic implementation of the Gender Equality Seal
Ensure quality and timely implementation of all Gender Equality Seal steps: induction to the programme, baseline assessment, improvement period, final assessment, and certification.
Oversight and quality assurance ensure in the provision of substantive advise to Country Offices and Regional Bureaus in 7 areas of performance of the Seal: Management; Capacities; Enabling Environment; Communications and Knowledge Management, programme and projects, partnerships and results during Gender Seal Certification.
Establish and implement a comprehensive tracking system to ensure Country Office applicants complete the process of certification on time.
Ensure coordination with all Regional Bureaus and with the Crisis Bureau through the implementation of the programme.
Oversight and provide quality assurance to technical missions and to appraisal missions to country offices engaged with the gender seal.
Oversee the learning, knowledge management and support package for Country Offices and the Gender Equality Seal community of practice.
3) Design and pilot implementation of the Gender Seal for Headquarters and Regional Hubs
Design and implement a piloting and scale up plan for he Gender Seal for HQ and RB units, including systematization of good practices and lessons.
Design and adapt methodology tools and materials of the Gender Equality Seal for HQ and Regional Bureau units.
Coordinate participation and engagement with Regional bureaus and HQ units participating in the seal.
Ensure quality and timely implementation of all Gender Equality Seal steps for HQ and RBx, including induction to the programme, assessments, recommendations reports, technical advice, and support to participant units.
Oversight and quality assurance during the provision of substantive advise to units in 7 areas of performance of the Seal.
4) Support to Gender Equality Seal Global Programme
Identify synergies and coordinate with the Gender Equality Seal for the Private and Public sector.
Support the design of global products and advocacy to scale up the programme.
Lead and help resources mobilization including preparing proposals and presentations for donors, prepare missions, and identify strategic forums.
5) Support gender mainstreaming into corporate tools and processes
Liaise and coordinate within house units and teams integrate of gender perspective into corporate tools.
Provide/coordinate technical backstopping on gender mainstreaming into corporate tools and processes.
Oversee the financing for gender equality work of the organization.
Analyze gender marker performance including data and support production of summary tables on gender marker data.
Represent UNDP in interagency forums and high-level discussions around the topic.

Required Skills and Experience
Education:
Master’s degree in equivalent in a development related discipline (women’s studies or gender studies).
Experience:
At least 7 years of work experience in the field of gender equality, institutional development and gender mainstreaming required.
Strong understanding of the UNDP, operations and structures, particularly those related to gender equality and women’s empowerment.
At least 5 years of field experience.
Knowledge of gender equality certification schemes.
Demonstrated at least 5 years of project management and coordination experience.
Experience liaising and coordinating complex initiatives including with Field offices/projects across countries and regions.
Knowledge of gender equality marker systems for tracking and reporting on allocations and expenditures for gender equality and women’s and girl’s empowerment.
Proven expertise in designing and implementing participatory methodologies will be an asset.
Language Requirements:
Fluency in written and spoken English is required.
Knowledge of Spanish, French or Arabic is an asset.
