Job Purpose

To support the Country Management Team in the implementation of the transition plan towards Oxfam Pilipinas as an affiliate.

What we are looking for:  SKILLS, EXPERIENCE, KNOWLEDGE, ATTRIBUTES AND VALUES:

Essential

  • Experience in I/NGO affiliation and transition implementation and coordination process.
  • Strong experience in I/NGO management and administration, with a solid understanding of institutional systems, policies, and procedures and ability to work within tight timelines and meet deadlines,
  • Significant experience of and proven ability to build, sustain, and manage strong partnerships and work collaboratively with a wide variety of organizations including government agencies, CSOs, NGOs, and private sector institutions.
  • Strong interpersonal skills and a highly developed ability to work in multicultural settings and with community groups of varying backgrounds; developed capacity for tact, diplomacy and negotiation.
  • Excellent communication skills with fluency in written and oral English and Filipino.
  • Demonstrated ability to work creatively, innovatively and effectively and to take initiative and work within a framework.
  • Demonstrated ability to act as a behavioural role model across the organisation with regard to working in partnership.
  • Good people skills, with proven ability to motivate other and work collaboratively, requiring strong self-awareness and interpersonal skills.
  • Demonstrated commitment to mainstreaming gender and diversity equity issues as well as a commitment to neutrality & impartiality.

Desirable

  • Degree in management, finance, or related disciplines.
  • Previous experience working with INGOs in similar capacity.
  • Background in other relevant technical areas, such as compliance, Finance, HR, Supply and Logistics and Management.
  • Prior experience with Oxfam is an advantage.

KEY RESPONSIBILITIES:

Responsibilities include but are not limited to the following:

Affiliation and Transition Implementation

  • With the guidance of the Country Director, leads on the implementation of assigned components of the transition plan.
  • Develops the Oxfam Pilipinas Manual of Operations.
  • Prepares regular updates for the Country Governance Group, Oxfam Pilipinas Board of Trustees, and staff on the implementation of the affiliation transition plan.
  • Works closely with the Country Management Team (CMT) to ensure good information flows, effective coordination of support, aligned monitoring and addressing of the risks related to the affiliation process.
  • Develops and maintains an updated database for country affiliation process and transition implementation plan.

 

Transition Coordination

  • Responsible in overseeing operational transitions and ensuring that transitions are implemented according to schedule and budget.
  • Coordinates with different teams within the country office and with other teams and stakeholders in implementing the transition plan.
  • Manages the various consultancies/commissioned work that are part of the over-all transition plan.
  • Prepares for meetings of governance bodies and other key stakeholders on the transition plan.
  • Monitors the transition budget and prepares budget updates and reports as required.
  • Ensures there is a clear record of stages of transition process, tracking and monitoring implementation.

 

Other Responsibilities

  • Contributes positively as a member of the PSO Unit.
  • Contributes positively to other cross-functional teams as appointed.
  • Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women’s rights
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.

Contract Length:  Fixed Term (June 2021 to April 2022)
