RESPONSIBILITIES

You will have to provide technical oversight and capacity-building for the country MEAL team and activities; and to establish a coherent, fit-for-purpose system of information management within and between teams

More specifically, you will have to :

Develop and roll out a user-friendly, purpose-built information management system for the mission:

  • Establish databases and systems for centralized data collation, entry, and analysis for health and nutrition facilities, WASH field activities, RRM teams, cash field activities, and other programs monthly monitoring data from the field
  • Ensure centralized (Coordination Office level) information management systems are appropriate for available ICT tools and staff user capacity

Update and support implementation of technically sound Monitoring and Evaluation (M&E) strategy for the mission, including oversight and strengthening of key routine activities:

  • Reviewing and standardizing monthly monitoring tools at field level
  • Strengthening collation, cleaning, input, and analysis of monthly monitoring data
  • Where required, providing training to field teams on surveys
  • Review and provide technical feedback on internal/external reports
  • Revising mission-level APR, including developing standard indicators and tools for monitoring outcome/impact of projects
    Develop and roll out a mission learning framework
  • Developing a mission learning framework
  • Facilitating project closing/lessons-learn workshop with coordination and field teams
  • Review project monitoring tools (end-line/PDM) and identify lessons learned
    Support the management of the MEAL team
    The development/revision of Job Description for the MEAL team Taking part in the recruitment of Managers (defining profiles, interviews, and/or complementary tests) and contributing to their appraisal
    Functional management of Managers and functional/hierarchical management of Deputy HoD
    Identifying needs for program staff technical development and identifying training opportunities, conduct internal training if pertinent
  • The recruitment of 2 MEAL Managers
  • The development of a time-bounded action plan for the MEAL team
    External representation
  • Represent ACF and actively contribute to the Assessment Working Group
  • Represent ACF and actively contribute to the Community Engagement Working Group
  • Attend M&E technical working group for all the consortia

REQUESTED PROFILE

  • You have a Master’s Degree in Social Science, Statistics, and Economic, a minimum of 3 years of professional experience in monitoring and evaluation with international organizations preferably in complex emergencies area. You have relevant experience in humanitarian projects, developing strategies, monitoring, and evaluating MEAL systems. You have got excellent capacity building skills. You have got very good ability to work in a team and a willingness to cooperate with all departments. Strong analytical and writing skills. Demonstrated experience and/or personal commitment to promoting gender equity and equality
  • Good Computer skills and ability to use Microsoft Word and Excel, PowerPoint, Internet and e-mail skills required with proven working experience using statistical software (SPHINX, SPSS, etc.), GIS software (QGIS, ArcGIS, Mobile Data Collection (ODK, Kobo)
  • Fluency in written and spoken English; Arabic will be considered as an asset

SPECIFIC CONDITIONS / SALARY

  • 12 months fixed term contract under French legislation – Starting date 1st of April 2021
  • Monthly gross salary from 2450 to 2800EUR upon experience
  • Monthly per diem and living allowance: 628 USD net, field paid
    Monthly country allowance: 450EUR
    16% of the gross monthly salary for pension insurance reimbursement for non-French citizens
  • Transportation and accommodation: Coverage of transportation costs and guest house
  • Medical coverage: 100% coverage of medical expenses and repatriation insurance
    Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year and 215 EUR at each RnR period
