Dự án “Hỗ trợ cải thiện hệ thống trợ giúp xã hội, pha II giai đoạn 2017-2020” (SAP-II) do UNDP tài trợ, hỗ trợ kỹ thuật cho Bộ Lao động – Thương binh và Xã hội (Bộ LĐTBXH) và các Bộ, ngành liên quan thực hiện Quyết định số 488/QĐ-TTg ngày 14 tháng 4 năm 2017 về phê duyệt Đề án đổi mới, phát triển trợ giúp xã hội trong giai đoạn 2016 – 2025 và tầm nhìn đến 2030 (Đề án).
Để nghiên cứu cung cấp cơ sở lý luận, thực tiễn để làm căn cứ xây dựng quy định pháp luật về cơ hệ thống đăng kỹ, chi trả điện tử và cơ sở dữ liệu và dự thảo Nghị định quy định về cơ sở dữ liệu trợ giúp xã hội và đăng ký, chi trả điện tử chính sách trợ giúp xã hội và Hồ sơ trình Chính phủ , dự án SAP-II phối hợp với Cục Bảo trợ xã hội, Bộ LĐTBXH thực hiện Hỗ trợ kỹ thuật xây dựng Nghị định quy định về cơ sở dữ liệu trợ giúp xã hội và đăng ký, chi trả điện tử chính sách trợ giúp xã hội

The Project on “Support to the improvement of social assistance – phase II, for the period of 2017 – 2020” (SAP II) which is supported by UNDP to provide technical assistance for Ministry of Labor-Invalids and Social Affairs (MOLISA) and other related agencies to implement the Decision No. 488/QD-TTg dated on 14th April 2017 by the Prime Minister on approval of the Master-plan on social assistance reform and development in period of 2016-2025 and vision till 2030 (MPSARD).
To Explore and identify the theoretical rationale and practical evidence as inputs to formulate Government’s Decree on Digitalization of Social assistance self-registration, management and delivery, along with its submission documentation for the Government approval., SAP-II has been collaborating with the Department of Social Assistance (DSA), Ministry of Labour – Invalids and Social Affairs (MOLISA) to technical Assistance for the Formulation of a Government’s Decree on Digitalization of Social assistance self-registration, management and delivery.
