ABA ROLI, Program Associate, Legal Reform Fund Program
The American Bar Association Rule of Law Initiative (ABA ROLI) seeks a Program Associate to join the team working on its Women’s Global Development and Prosperity Initiative (W-GDP) Legal Reform Fund Program. Under this program, ABA ROLI will provide legal reform expertise to
improve the economic enabling environment for women’s free and full
participation in the economy in a range of select countries simultaneously. The
approach will involve using a rapid-response mechanism to identify and address
priority legal interventions at a country level through expert analysis and
legal technical assistance to help countries update and develop legal and
regulatory codes and address barriers to women’s participation where changes
are needed to bring more women off the sidelines and into the formal economy.
The Program Associate reports to the Legal Reform Fund Program’s Senior Technical Advisor and will support all aspects of the program including the development of concept notes, financial compliance, technical advisor and consultant relations and monitoring and evaluation plans. In addition to providing high-quality assistance supporting the effective implementation of program activities, the Program Associate is expected to coordinate
and maintain effective communication with ABA ROLI regional colleagues,
technical advisors and pro bono partners in program countries. The Program Associate will be part of the Global Programs Division and will provide oversight to other ABA ROLI global programs as needed as well as contributing to the development of new programs and initiatives.
Principle Duties / Job Responsibilities:
Responsible for the day-to-day support to all aspects of the Legal Reform Fund Program and other assigned programs such that that all programmatic and budgetary requirements are being met/or exceeded according to ABA, ROLI, and donor requirements.
Establish and maintain effective relationships, collaboration and communication with ABA ROLI colleagues in headquarters and in the regions and countries where program activities are
being implemented.
Set-up, schedule and prepare meetings for program staff and partners across time zones
using various IT platforms.
Undertake financial monitoring and reporting of program activities with ABA ROLI finance team
colleagues, process and conduct follow-up for invoices and contracts.
Coordinate inputs to concept notes and program reporting including quarterly and annual reports.
Support Monitoring, Evaluation and Learning (MEL) team colleagues in MEL planning and activities.
Support the recruitment and management of technical experts/consultants and pro bono partners
including contributing to drafting terms of reference and communicating with law firm pro bono coordinators.
Support the drafting of gender analyses and analyses, country reports and roadmaps for reform on the legal, policy, and regulatory environment affecting women’s rights in priority countries.
Perform other related duties as required.
Basic Qualifications & Interests
Bachelor’s degree from an accredited college or university.
Basic skills in Microsoft Office, Microsoft Excel, and Microsoft PowerPoint.
Previous experience working in an office environment.
Preferred Qualifications
Degree in international development, gender studies or a relevant social science discipline.
Interest in and commitment to rule of law, democracy and governance, gender equality, social inclusion and the empowerment
of women and girls.
Previous experience working for an international organization.
Experience maintaining effective communication and coordination across a range of countries with
diverse program activities and implementation timelines.
Awareness of USG policies and strategies focused on gender and justice sector reform issues.
Familiarity with legal, regulatory, and policy reform analysis and gender analysis
Excellent interpersonal skills and ability to work effectively with a diverse group of stakeholders.
Strong research, writing, analytical, knowledge management, and communication skills.
Effective time management and a strong ability to multi-task, adapt and manage competing priorities.
Ability and willingness to be an effective team player.
Fluency in written and spoken English
