Introduction
Women in Jordan are subjected to violence by men, ranging from explicit text messages over the phone, inappropriate remarks in public, sexual assault, rape, etc. However, they don’t have recourse to justice and there is no law against gender-based violence (GBV) nor a legal definition of sexual harassment. This results in women not wanting to register a complaint in case of violence against them. Young women and their groups and Community Based Organisations (CBOs) also lack information on what gender equality is or how to combat sexual harassment, and how power relations between men and women keep the status quo intact.
ActionAid’s ‘Promoting Feminist Leadership’ (PFL) to Combat Sexual and Gender Based Violence (SGBV) project, funded by the European Commission, contributes to women’s human rights by strengthening the participation of women and girls and their CBOs in local and national development processes in Jordan. More specifically, the project aims to build the feminist leadership of young women and men to combat violence against women and girls in public spaces in Jordan.
Objectives
As part of the activities of this project in Mafraq and Zarqa, ActionAid Arab Region Office plan to conducted capacity development for 2 CBOs (Association of Working Women in Russaifah and the Arab Women Association in Mafraq) and 4 youth led feminist CBOs.
This consultancy focus on capacity development of young women and men to enable them to be part of the global networks. The 2 CBOs partners act as the link and focal points for the CEDAW network and the Mosawa network. The feminist schools are ready to support the advocacy process with the required time and support for their representatives and reflecting on strategies and next steps together.
Trained feminist leaders participate in nationwide advocacy campaign of existing women’s networks on pro-women laws and policies targeting policy makers and share local suggestions in them. This activity ensures young women’s representation in both networks and it also ensures minimum representation of the 4 youth-led community based feminist schools in the networks.
Expected outcomes
The first expected outcome is to ensure the mentoring and the membership of a total of 4 young women and men (1 from each of the newly formed feminist schools) from the 2 partner CBOs to the network.
The second expected outcome is to ensure that the 4 young women and men identified will be able to particiapte to the meetings of both networks in a long-term perspective.
1.1 Conduct Preparation Workshop (5 days)
In purpose to acheive the objective of this project, the consultant will be in charge to organize and conduct a Preparation Workshop over 5 days.
The participants, young women and men, will be selected based on their interest to join this process before the workshop.
During this workshop young women and men will be introduced to the networks, and their capacities will be developed around negotiation skills, how to do shadow reports, what it takes to participate in these networks and showing them examples from other countries for young women who are leading similar actions on behalf of their local communities.
1.2 After Workshop Support the 2 CBO
The consultant will be in charge to start the communication with the Mosawa Network and the CEDAW coalition, alongside the 2 partners CBOs. This activity targets 25 network members from women’s networks across Jordan for solidarity support and policy engagement who will be part of the meetings in which the young women and men will participate.
Through this activity, young women and men will discuss with the network members the strategies they developed for engagement with government officials and will take feedback.
The consultant, alongside AAAR, will develop the capacities of the young women and men and follow up on their engagement with the networks. As for the activity itself it will be led by the two partner CBOs who will be part of the whole process as they are already network members in both networks.
1.3 Meeting with Jordanian National Commission for Women and national government representatives to present demands with national networks and coalitions
The consultant will be in charge to support the young women and men to meeti with Jordanian National Commission for Women and national government representatives.
The young women and men, supported by the consultant, will gather the needed recommendations for policy changes on safety of women in public spaces with focus on sexual harassment (clear definition of sexual harassment and it becoming an offense punishable by law as a first step to working on safety of women in public spaces) for the feminist schools.
The recommendations will be discuss with local and national government representatives which finalizes the work of the project but begins a full process for the feminist schools to be a major player .
The consultant will be in charge to support the localization of the cadres as it builds the capacity not of scholars or academics but of young women and men from 4 local communities in Zarqa and Mafraq. Through these meetings, a list of recommendations of what needs to be changed, added or removed from the current policies, which provides for safety of women in public spaces, will be the focus with government representatives and JNCW.
The consultant will ensures the involvement of local community committees that are able to monitor how policies are put into practice and how policies need to be changed.
1.4 Advocacy campaign
The consutlant will participate actively to the advocacy campaign that will include:
Ø Launch of the advocacy activities by Review of the strategies of engagement with local and national government representatives (activity 3.2) in the continued meetings with the two national networks.
Ø Young women’s participation in providing data to the shadow reports of the CEDAW network.
Ø Meetings with local and national government representatives.
1.5 Conduct community level forums/open days and discussion among feminist leaders, local actors and local authorities on gender inequality issues at community level
Deliverables expected
· Organization of a preparation workshop with the selected young women and men, as well as workshop report (pre / post assessment results)
· Preparation and implementation of networking plan
· Long-term and sustainable young women and men engagement at national network
· Shadow report covering recommendations for improving safety for women in public spaces write in collaboration with young women and men
Requirements

Proficiency of Arabic is a must.

Experience working with Women Rights Programming

Experience in working on campaigns.

Previous Experience working on women’s issues, preferably violence against women is preferred.
