The Overseas Operations Knowledge Management and Learning Department serves to structure and drive a systemic approach where knowledge is generated, collected, and curated so that persons who need it can easily access it and use it to improve knowledge, skills, systems, and processes so that Overseas Operations becomes more agile and efficient in the way it operates.
The Advisor II- Knowledge Management and Learning will be a member of the Knowledge Management and Learning Department whose primary function is to support the Strategic Change Platforms (SCPs) to document, design, and deploy knowledge management solutions. While this role will serve primarily with the SCPs, there will be times where interaction with leads of other units and departments will be necessary. This person will need to be able to quickly assess the needs of each SCP, create a plan and timeline for supporting these needs, and be responsible and accountable for carrying out t hese solutions. This position is responsible for guiding SCP leads in the implementation of the KML operational and functional frameworks to support CRS’ work through the development of templates, tools, and resources that support KML best practices. S/he/They will work closely with not just key subject matter experts (SMEs) but will interface with other units who may own the identified solutions (i.e. Human Resources, Insight, Knowledge Management for Excellence.) This person will work closely with the Strategic Communications Manager and the Resource Mobilization Coordinator to align efforts. S/he/ They will also aim to create intuitive, low-cost solutions that enable efficiency, improve employee collaboration, and promote a sharing and learning culture. S/he will work to continually support and grow a thriving data-driven, knowledge-based, learning-based culture within OverOps.
Roles and Key Responsibilities

  • Stays abreast of and documents the KML needs of each SCP
  • Develops clear guidance and support to help integrate KML into SCP activities
  • Provides templates and guidance for data visualization efforts
  • Creates templates and guidance to standardize the technological structure and promote SCP staff’s adoption of OverOps’ knowledge management and communication platforms, such as MyCRS (intranet), Salesforce (Gateway), Groups/Teams, Yammer, One Drive, other Office 365 applications, plus possible work with crs.org.
  • Leads the development of an appropriate taxonomy and categorization of internal learning.
  • Designs and develops processes that allow stakeholders to explore data and evidence relevant to CRS programming, transformational change, and scaling efforts.
  • Supports the development of tools and resources related to OverOps’ functional disciplines and sector teams, including the creation of templates, harmonization of KML approaches, and development of learning strategies.
  • Creates and implements KML training for SCP staff as necessary.
  • Stays abreast of current KMLD methodologies, techniques, and industry standards within functional disciplines. Participates actively in internal and external networks related to KML and Data Analysis.
  • Documents and shares learning – ensure requirements, lessons learned, and best practices for products, events, and other knowledge management activities are clear and documented in line with OverOps KML Framework.
  • Identifies and shares more creative, efficient, and effective ways to engage audiences and facilitate sharing and collaboration
  • Facilitates internal systems change to embed learning into CRS
  • Facilitates systems that help SCPs with external transformation change at scale

Basic Qualifications
Education and Experience

  • Bachelor’s degree in Library Science, Education, Business, International Affairs, International Development, or a related field. Masters degree preferred.
  • Experience working with a diverse set of Subject Matter Experts in knowledge management and learning (or similar) practices.
  • At least 5 years of relevant work experience.
  • Demonstrated understanding of knowledge management principles and capacity to deliver knowledge management and/or organizational learning activities.
  • Familiarity with overseas programming is highly preferred.
  • Experience in organizational KML; capturing, documenting, and facilitating best practices and learning.
  • Experience designing and delivering professional learning initiatives and associated job tools and resources through formal and nonformal methods highly desirable.
  • Experience in preparation and interpretation of data reports, analytics, or trend analysis required. Experience with Power BI or Tableau strongly preferred.

Preferred Qualifications

  • Understanding of the Catholic Church and CRS’ mission and program approach highly desirable.
  • Familiarity with concepts and practices related to scaling and systems change is a plus.

Required Languages – Excellent written and verbal communication skills in English. French, Arabic and/or Spanish a plus.

Supervisory Responsibilities: Supervise and lead a team of KML professionals.
