Advocacy, Campaigns and Child Rights Governance Technical Advisor


ROLE PURPOSE:

The Advocacy, Campaigns and Child Rights GovernanceTechnical Advisor will drive the design, strategy, and technical quality Save the Children’s advocacy and campaigns, and child rights governance programming in Niger.

Campaigns and advocacy are central to Save the Children’s theory of change and to achieving our ambitious goals for children. Generating and marshalling evidence, including from our own programme experience; advocating with policy makers and decision makers; generating political pressure and fostering an enabling environment through public mobilisation; and using media to amplify our messages are all essential parts of our influencing ‘toolkit’. Used well, they can lead to changes in policy and practice by governments and other actors that have lasting benefits for children, on a much bigger scale than what we can achieve through our direct programme activities. This role is not rooted in a thematic specialism, but in leadership and expertise in influencing policy and practice through synergized advocacy and popular mobilization.

The incumbent’s responsibilities include determination of needs and capacities, strategy formulation, design of programming, campaigns and advocacy initiatives, technical supervision of programming and evaluation of programs.

KEY AREAS OF ACCOUNTABILITY : General management

  • As a senior member of the Country Office, demonstrate behaviours that are consistent with Save the Children’s Mission, Vision and Values and ensure their broader application by staff across the programme.
  • Contribute to a conducive and productive work environment and to the wider country programme agenda.
  • Participate actively in PDQ and CO meetings, planning and review activities, providing enhanced insight into advocacy and campaigns work.
  • Carry out the responsibilities of the role in a way which reflects Save the Children’s commitment to safeguarding children, in accordance with our Code of Conduct and Child Safeguarding Policy.
  • Comply with and promote Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

Building and maintaining effective Country Office and Member relationships

  • Develop and maintain positive working relationships with Members, and their donors, in both emergency and development contexts.
  • Be the first point of contact for Members on country specific advocacy, campaign, media, and communications issues, ensuring that the country is appropriately represented to Members.
  • Work with Members, and CO staff, to seek appropriate resourcing for our advocacy and campaign strategies, including working with PDQ to ensure advocacy is incorporated into new proposals.
  • Ensure strong management of resources awarded to Advocacy and Campaigns and advise the country team on budgetary expenditures and requirements. 
  • Timely delivery of agreed deliverables.
  • Implement the necessary processes to measure performance against KPIs, and support a culture of knowledge sharing.

Advocacy and Campaigns 

  • Work with the Senior Management Team, technical and programme staff to develop and implement a strategy to guide SC Advocacy and Campaign work in Niger, addressing mainly the national level, but also with reference to sub-national and regional levels, building on children’s voices and focusing on issues which hinder the achievement of our breakthroughs on survival, learning and protection.
  • Contribute to the development of proposals, helping to ensure that all Save the Children projects contribute to a fully developed theory of change
  • Ensure that all advocacy messages, documents and the above-said strategy are evidence-based drawn from field experience and assessments.
  • Identify and measure indicators for assessing the impact of SC advocacy and campaigns work.
  • Ensure that the Country Annual Plan has clear advocacy and campaigns objectives, based on the strategy.
  • Draft and support the production of advocacy material to be used at national, regional and international levels.
  • Support the Senior Management Team in high-level advocacy work with the government, Humanitarian Country Team, key UN agencies, donors and other agencies.
  • Conduct an in depth power analysis of key players in relation to SC’s key advocacy objectives, to identify opportunities to raise awareness and influence change.
  • Collect and document case studies, success stories, lessons learn from SC programmes in all locations and sectors, for use in advocacy and campaigns work.
  • Map, develop and maintain a network of external contacts with key individuals in the government, NGO sector, civil society including leading on behalf of Save the Children some key initiatives; build alliances and partnerships with other NGOs in country to undertake coordinated advocacy. In particular, facilitate and co-lead the work on the National Platform towards ending child marriage.
  • Represent Save the Children at various policy forums and advocacy opportunities at national and international levels.
  • Ensure maximum visibility of the Every Last Child Campaign within Save the Children and externally, in cooperation and collaboration with relevant technical, programme and senior management staff.
  • Ensure that the Niger Every Last Child Campaign 2019-2021 links into, contributes to, and coordinates with the EVERY LAST CHILD global campaign by establishing clear and documented communication flows with the region and center, as required.
  • Work closely with the Regional Office to ensure the CO receives the support it needs to implement the Every Last Child Campaign, and around other global and regional moments.
  • Develop communication and campaigning approaches and materials appropriate for the EVERY LAST CHILD Campaign.
  • Develop public communication messages, such as press releases and policy position statements as relevant for the implementation of Advocacy and Campaign work.
  • Build the capacity of program staff and partners to undertake, and measure the impact of, advocacy through training, development and implementation of advocacy strategies.
  • Identify and work with key partners to implement our advocacy and campaign strategy.
  • Keep abreast of global humanitarian advocacy issues, and take the lead on advocacy for specific humanitarian responses, including representing Save the Children at relevant stakeholder meetings and working in coalitions as appropriate.

Child rights governance

  • Oversees the ongoing analysis of the Child Rights Governance situation in Niger; drives the design and implementation of the CRG strategy.
  • Oversees the planning and quality assurance of child rights governance programming in accordance.
  • Fosters synergies with other thematic areas in recognition of the cross cutting nature of Child Rights Governance.
  • Promotes and develop relationships with government stakeholders at the national level, donors and other local civil society organizations active in Child Rights Governance and support for child rights.
  • Supervises and support knowledge management pertaining to Child Rights Governance within the Organization through documentation and dissemination of best practices, lessons learned and case studies.

Staff Management, Mentorship, and Development

  • Provide leadership for the Advocacy and Campaign team and the wider CO on advocacy, campaign, and Child Rights Governance.
  • Coordinates knowledge management relating to Advocacy, Campaigns, and Child Rights Governance within the Organization through the documentation and dissemination of best practices, lessons learned and case studies.
  • Oversees and support teams in the knowledge management relating to Child Rights Governance through provision of tools and technical resources for the documentation, dissemination of best practices, lessons learned and case studies. 
  • Facilitates a good atmosphere within the team and ensures collaboration with the Coordinator and officer ensuring that each individual understands their roles and responsibilities in delivering the overall objectives.
  • Ensure appropriate staffing within the Advocacy/CRG team and the availability of ongoing professional development opportunities.
  • Evaluates the performance of the Advocacy/CRG team with the DPDQ, identifies their training needs and establishes training plans with them.
  • Supports upgrade of knowledge for the program staffs on new topics, new approaches and methods.
  • Informs the staff of the existing training opportunities inside and outside SC.

Programme Management and Reporting

  • Directly manages the implementation advocacy and campaigns, and is the key person responsible for the impact.
  • Ensures the technical quality of programme reports, and is responsible for the reporting on advocacy and campaigns initiatives.
  • Oversees the budgeting,  budget management and reporting of funds allocated to Advocacy and Campaigns initiatives; ensures that financial management complies with the SC’s procedures and generally agreed accounting practices (GAAP).

QUALIFICATIONS 

  • University degree (masters preferred) in law, social sciences, organizational management, development economics, or other equivalent degrees
  • Solid knowledge of global, regional and national legal frameworks, particularly those relating to the Convention on Child Rights.
  • Extensive experience in humanitarian and development work and demonstrated capacity in development advocacy and coalition building, campaigning,  experience in, and capacity strengthening for civil society and the development of training curricula.
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures;
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching;
  • Has experiences on advocacy with the authorities, and collaboration with civil society.
  • Has a proven experience in drafting proposals to donors, strategies and reports with various donors and understanding of logical framework or results framework.
  • Experiences in budget management.
  • Networking experiences and working with other agencies
  • Experience of managing a team and building personal networks, resulting in significant new opportunities for the organisation;
  • Commitment to Save the Children values.
  • Good knowledge in CRG, law, and child participation
  • Excellent French & English oral, written and verbal communication skills, including the ability to clearly articulate complex issues in a compelling way for a variety of audiences;
  • Knowledge of computer tools, including common software such as Word, Excel, Powerpoint…
