The Programme

Takamol/ SSRP (Stability, Services and Reform Programme) is a FCDO-funded programme implemented by Tetra Tech International Development Europe in Palestine. Through Takamol, the UK Government is working with the Government of Palestine (GoP) to support fiscal sustainability, build capability and accountability and increase the effectiveness of service delivery in line with the GoP’s National Policy Agenda (2017-2022).

The Position

Takamol supports the Government of Palestine in developing their aid management capacity, specifically the ability to track, analyse, report on, and manage aid flows, coordinate and support development/humanitarian partners, and actively participate in government-wide PFM processes. The aim is to increase the effectiveness of the contribution of external aid to the objectives of the NPA and support effective service delivery to Palestinians.

The Advisor position reflects both growing demand for the aid intervention, and the need for Takamol to provide consistent in-person support, especially while the Aid Management Lead is unable to travel to Ramallah.

Areas of Takamol support

  • Supporting the Palestine Aid Coordination Platform
  • Development and rollout of a Palestine wide Aid Policy
  • Integrating LACS, and developing the role of the SWGs
  • Data analysis and reporting
  • Engaging with the Planning and Budget Processes and Project Assessment
  • Engagement with Donor/UN medium term strategies and portfolio reviews

The Advisor will report to the Aid Management Lead and, in coordination with other Takamol advisors provide support to government counterparts in implementing the functions that Takamol supports.

The Aid Management Advisor will be based at the Takamol office in Ramallah as soon as COVID-19 restrictions allow travel again, with multiple weekly visits to government offices, in addition to daily contact via phone/messaging/email with government counterparts.

This is a full-time (or at least 80%) position, for a probationary period until the 31st August 2020 followed by an extension until the end of September 2022

Tool/process design: work with government counterparts and the Aid Advisor to design and build/setup the tools and processes required to achieve the vision. 0.5 days/week Inputs to tools and processes designed by the Aid advisor, and support provided to government counterparts to lead the demand for, and design of the new tools and process.
Capacity Building: Institutional and individual Capacity Building with government counterparts i.e. coaching, training, demonstrations, show+tell, co-working, plus technical backstopping on new processes. 2.0 days/week Coaching of government counterparts to have the knowledge and technical skills to carry out their role.

Technical backstopping of PMO staff during the learning phase of new tools and processes.

Gap filling: Support for counterparts to achieve related aid tasks, e.g. occasional letter writing in English. 0.5 days/week Ad-Hoc support so that aid processes and Takamol support are not blocked by minor capacity gaps.
Aid Lead support: a) daily liaison with government counterparts and provision of feedback to/from the support provided by the Aid Lead b) contribute to weekly/monthly progress reporting, c) information gathering and briefing on wider Palestine Aid issues. 0.5 days/week Briefing the Aid Lead on developments within government, progress made, current bottlenecks, potential improvements, new support requests, opportunities for support, plus wider Palestine aid issues.
Takamol team: Participate in Takamol internal meetings and processes 0.5 days/ week Inputs to other Takamol programmes, annual reviews, plans and M&E.

Main relationships

  • Aid-focussed staff in the Government of Palestine and other Takamol counterparts within the PA
  • Takamol Project including Centre of Government Component Lead/Deputy Team Leader, Aid Advisor, Team Leader, CoG Advisors.

The Person / requirements

  • Experience of implementing institutional reform and building capacity.
  • Experience of working with/within government.
  • Experience of ‘the aid business’ i.e. coordination meetings, strategy development, project design, negotiation, planning and delivery.
  • Experience of managing and analysing datasets using Excel and similar tools
  • A degree level qualification.
  • Fluent English, Arabic a significant advantage.
